Quick Summary

The Department of State (DOS), ACQUISITIONS - AQM MOMENTUM, has issued a Request for Proposals (RFP) for a Domestic Light Construction Multiple Award IDIQ Requirement. This Total Small Business Set-Aside seeks qualified firms for Design/Build (D/B) and Design-Bid-Build (DBB) facility construction, repair, and renovation projects across the United States. Proposals are due February 20, 2026, by 4:00 PM ET.

Scope of Work

This Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) covers a broad range of construction, repair, and renovation services for federal facilities. Task orders are estimated to range from $2,000 to $3,000,000, with an average duration of six months to two years. Work includes site clearing, earthwork, utilities, concrete, masonry, building renovation, new construction, asbestos/lead abatement, structural steel, carpentry, roofing, painting, flooring, mechanical/electrical systems, fire protection, and HVAC. Design-Build task orders will require professional Architect-Engineer (A-E) services.

Contract Details

This is a Firm Fixed-Price (FFP) Multiple Award IDIQ with a minimum contract amount of $10,000 and a maximum aggregate value of $50,000,000. The contract has a one-year base period and four (4) one-year option periods, for a total potential duration of five years or until the maximum value is reached. Performance will occur at federal installations across the United States. The primary Product Service Code (PSC) is Y1AA (Construction Of Office Buildings), and the NAICS code is 236220.

Submission & Evaluation

Proposals must be submitted electronically to Meghan Klipfel (KlipfelME@state.gov) and Ryan Edwards (Edwardsrc@state.gov) by the deadline. The government intends to award 3-5 IDIQs per zone using a Best Value Tradeoff process, where technical merit is considered more important than cost. Evaluation factors include Demonstrated Experience, Technical/Management Approach, Safety Program, and Past Performance. Task orders will be awarded on a Lowest Priced Technically Acceptable (LPTA) basis.

Key Requirements & Clarifications

  • Zone Submission: Offerors are strictly limited to submitting a proposal for only one geographic zone. Joint Ventures with distinct SAM registrations and UEIs may submit for a separate zone.
  • Technical Proposal: Volume I (Technical Proposal) has a page limit of 20 pages. Resumes do not count against this limit, but financial statements do.
  • Self-Performance: FAR 52.236-1 requires contractors to self-perform 15% of the contract cost.
  • Past Performance: Past Performance Questionnaires (PPQs) must be completed by prior customers and submitted directly to the Contracting Officer and Contract Specialist. PPQs will not be accepted from offerors or subcontractors. Projects ranging from $1 to $15 million are relevant for past performance examples.
  • Security Clearance: A Secret Facility Clearance (FCL) is required. The Department of State will sponsor offerors without an active FCL, with a DD Form 254 issued upon task order award.
  • Pricing: Attachment 2 (revised) is the mandatory pricing spreadsheet, which now includes architecture discipline labor categories. Fully burdened labor rates submitted at the IDIQ level are for evaluation purposes only and will not act as ceiling rates for task orders.
  • Public Release: Strict prohibition on public release of project information without prior government approval.
