This document is a Request for Proposal (RFP) for a Worldwide Third-Party Contract (W-TPC) Blanket Purchase Agreement (BPA) issued by the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL). The objective is to identify contractors capable of providing qualified candidates to meet minimum qualifications for INL programs, activities, and functions globally. The government anticipates issuing multiple BPAs, with a Total Small Business Set-Aside for Women Owned Small Business (WOSB).

• Services are considered commercial items and will be defined at the BPA Call level.

• Contractors must map individual FSS Contract standard labor categories to non-standard categories in this RFP.

• Personnel must meet labor category requirements on the Contractor's GSA Multiple Award Schedule (MAS).

• Resumes must be submitted using Attachment J – Proposal Resume Template.

• Deliverables include Monthly Financial Reports, Monthly Status Reports, and Quarterly Quality Assurance and Compliance Reports (QACR).

• Specific requirements for each BPA Call will be detailed in its Statement of Work (SOW).

• Contract Type: Blanket Purchase Agreement (BPA).

• Period of Performance: One-year base period, four one-year option periods, and a six-month extension option.

• Place of Performance: Domestic and Overseas (CONUS and OCONUS locations, including U.S. Embassies).

• NAICS Code: 541611 - Administrative Management and General Management Consulting Services.

• Product Service Code: R408 - Support – Professional: Program Management/Support.

• Proposal Submission Deadline: 5:00 PM EDT 02-APRIL-2026.

• Source Selection Methodology: Best Value Tradeoff. Technical factors are significantly more important than price.

• Evaluation Factors: Volume I (Business), Volume II (Technical & Past Performance), Volume III (Scenarios), and Volume IV (Pricing). Technical merit is more important than cost or price.

• Key Personnel: Program Manager and Deputy Program Manager are required.

• Total Small Business Set-Aside for Women Owned Small Business (WOSB).

• Offerors must possess an active Top Secret (TS) Facility Security Clearance (FSC) at time of submission.

• Specific security clearance and Public Trust (MRPT) certifications are required for personnel.

• Numerous attachments are provided, including templates for resumes, deliverables, and questionnaires.

• Detailed sections cover personnel management, work hours, leave, telework, travel, insurance, security requirements, and contract administration.

• Offerors must comply with all applicable U.S. Federal anti-discrimination laws.

Request for Information (RFI)

This RFI is issued by the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) for market research and planning purposes. The goal is to gather information from qualified vendors on their capabilities to provide Third Party Contractor (TPC) services supporting INL's worldwide programs. The Department is interested in best practices, technical capabilities, and approaches for delivering high-quality performance and reporting under a potential future contract. This RFI is not a Request for Proposal (RFP) and submissions will not be evaluated as proposals.

• Opportunity Type: Potential future contract for Third Party Contractor services.

• Scope: Services to be provided on an individual BPA Call basis for INL programs, activities, and functions globally.
