Quick Summary

The Department of the Air Force is soliciting proposals for Aircraft Preparation and Painting Services for four static display artifact aircraft (KC-10A, C-133B, C-124A, C-45G) at the Air Mobility Command (AMC) Museum, Dover Air Force Base, DE. This is a Total Small Business Set-Aside with a Firm-Fixed-Price (FFP) contract type. Proposals are due May 15, 2026, at 3:00 PM EDT.

Scope of Work

The contractor will provide corrosion control, surface preparation, and historically accurate exterior painting services for the specified aircraft. Key tasks include photo documentation, power washing, sanding, feathering, corrosion treatment, priming, and applying exterior coatings. Painting must adhere to museum-approved colors, markings, and insignia, as detailed in specific CMI documents for each aircraft. Rollers are required for paint application, and spray guns are prohibited. A one-year warranty against paint flaking, peeling, or chalking is required.

Key Requirements & Environmental Compliance

Offerors must have a minimum of 5 years' experience painting large-scale USAF artifact aircraft. All proposed primers, paints, and topcoats must have a Volatile Organic Compound (VOC) content of less than 50 grams per liter (<50 g/l). Offerors are required to submit the Manufacturer's Safety Data Sheet (SDS) and Technical Data Sheet (TDS) for their proposed paint, along with an estimated total paint volume (in gallons), with their quote to verify VOC compliance and secure final exemption confirmation from the State of Delaware. No bonding requirements (bid guarantee, performance, or payment bond) apply.

Evaluation will follow a Lowest Price Technically Acceptable (LPTA) process, assessing technical proposals as "acceptable" or "unacceptable" and selecting the lowest priced technically acceptable offer.

Submission & Deadlines

Quotes must be submitted via email in two volumes (Price and Technical), not exceeding 15 pages in total. Offerors must hold prices firm for 60 calendar days. Current SAM registration is mandatory prior to submitting a quote.
