Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive elevator preventative and predictive maintenance services for DFAS-ROME, located at 325 Brooks Road, Griffiss Business & Technology Park, Rome, NY 13441.

• Provide all necessary personnel, equipment, materials, tools, supervision, facilities, and transportation for elevator maintenance.

• Perform services in accordance with manufacturer specifications and all applicable regulations.

• Conduct field verification of all elevator nomenclature, parts, and related equipment prior to commencing maintenance.

• Services cover one (1) Hydraulic Passenger Elevator (DOVER EL Hydraulic, 25 HP, 200V, 3 Phase, 60HZ, 3 Stop).

• Includes maintenance, repair, and replacement of both basic and major elevator components.

  • Basic Components: Controller parts, wiring, belts, strainers, operating stations, door mechanisms, guide shoes, cables, signal lamps, interlocks, door closers, buffers, switches, protection devices, alarm bells.
  • Major Components: Exposed piping, motor, PC boards, pump unit, solid-state devices, contactors, valve rebuilds.

• Perform scheduled monthly inspections and preventative maintenance, including adjustments and cleaning.

• Conduct annual maintenance and testing of safety devices.

• Provide emergency repair services on an "on-call" basis, with a required response time of six (6) working hours and completion within twenty-four (24) working hours.

• Offer communication network service for diagnosis, troubleshooting, and emergencies during regular working hours, with a one-hour callback response time for voicemails.

• September 1, 2026, through August 31, 2031 (Five 1-year periods).

• Personnel Qualifications: All work to be performed by qualified personnel with at least five (5) years of direct experience servicing Dover Elevator equipment. Resumes required for government approval prior to contract award.

• Materials: All materials, supplies, and parts must maintain the integrity of the original installation, be the same make or manufacturer-approved, and be new replacement components.

• Work Schedule: Normal preventive maintenance services during regular working hours (0700-1600, Monday-Friday, excluding Federal holidays). Coordinate visits with COR at least 24 hours in advance.

• Cleanup: Contractor responsible for disposal of discarded materials off-base and cleanup of work areas.

• Safety: Adhere to all Federal, State, OSHA, ASME, and AFOSH regulations. Provide MSDS for any chemicals used. Maintain fire safety standards and have an NFPA-listed fire extinguisher on site.

• Security: Contractor personnel must be U.S. Citizens, meet Selective Service requirements, and undergo a favorable fitness review and background investigation (Tier 1 or equivalent). Fingerprinting and submission of specific forms (DFAS Form 9035, OF-306) are required. Obtain and wear government-issued identification badges and Common Access Cards (CACs).

• Quality Assurance: Performance monitored daily by the Contracting Officer's Representative (COR), James Seamans.

• Physical Security: Contractor responsible for safeguarding government property and securing facilities at the end of each work period.

This document is a solicitation (Request for Quote - RFQ) for DFAS Rome Elevator Maintenance and Inspection Services. The acquisition is for commercial products and services.

• Provide all personnel, equipment, materials, tools, supervision, facilities, and transportation necessary for elevator preventative and predictive maintenance.

• Perform to manufacturer's specifications and applicable regulations.

• Period of Performance: September 1, 2026, through August 31, 2031 (five 12-month periods).
