Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for providing faith-specific duties related to the Director of Music Ministries contract at Dover Air Force Base Chapel.

• Provide personnel, labor, materials, and transportation for non-personal services to support Sunday Catholic Mass and Protestant worship services.

• Provide one music director and one music accompanist for two Catholic Masses and one Protestant worship service.

• The Chapel will provide all music materials and facilities.

• The contractor must demonstrate an understanding of religiously pluralistic and sensitive arenas.

• Director of Catholic Music:

  • Paid per unit: 1 rehearsal (1 hr min, 2 hr max) and 1 Mass performance (1 hr min, 2 hr max).
  • One rehearsal per week covers two Catholic Mass performances.
  • Covers 6 units per week (52 weeks/annum) with an option for 72 additional special services units (max 384 units annually).

• Director of Protestant Music:

  • Paid per unit: 1 rehearsal (1 hr min, 2 hr max) and 1 Protestant performance (1 hr min, 2 hr max).
  • Covers 4 units per week (52 weeks/annum) with an option for 24 additional special services units (max 232 units annually).

• Services include regular worship, special events (holidays, retreats), memorial services, and funerals.

• Changes to core hours require coordination and modification.

• Hours worked submitted monthly via iRAPT/WAWF for payment.

• Minimum two years of experience leading music in a congregational worship setting.

• Proficiency in piano and ability to sight-read music.

• For Catholic position: Documentation verifying active, practicing Catholic faith.

• For Protestant position: Experience with a wide range of Protestant denominational music styles.

• Submit to Criminal History Background Check and Installation Records Check (IRC) for personnel working with youth.

• Coordinate closely with the assigned Chaplain.

• Attend weekly meetings and monthly Parish Advisory Council (PAC) meetings.

• Maintain professional demeanor and communicate effectively in English.

• Music Director: Directs and leads congregational singing, provides lead vocals/solos.

• Musician: Provides accompaniment (piano, guitar, organ).

• Provide knowledge of Catholic and Protestant worship service theology and flow.

• Recruit, rehearse, and provide personnel for services.

• Recruit, train, and supervise volunteers for worship teams.

• Train staff on music support equipment operation.

• Coordinate set up and tear down of music equipment.

• Collaborate with Chaplain on music planning and abide by copyright laws.

• Inspect chapel-owned instruments and report maintenance needs (no financial responsibility).

• Services like funerals/memorials are outside pre-funded units and require separate negotiation.

• Maintain a continuity binder.

• Conferences/Workshops: Wing Chaplain may fund attendance.

• Taxes: Contractor is responsible for all applicable taxes and licenses.

• Records Management: Must meet established Air Force requirements.

• Security and Safety: Comply with all safety rules, security instructions, and directives. Personnel must not have outstanding criminal warrants. Background checks required for installation access.

• Installation Access: Obtain personal contractor identification badges and vehicle passes. Vehicle registration, insurance, and driver's license required. Adhere to Force Protection Conditions (FPCON).

• Federal Holidays: No work anticipated on federally recognized holidays.

• Conflict of Interest: Contractors with familial ties to supervisory chain or DoD employees will not be considered.
