This solicitation seeks proposals for a Music Director and Accompanist to lead Protestant Contemporary and Gospel services at the Dover AFB Chapel. The services are to be performed in accordance with the Performance Work Statement (PWS).

• Provide a Music Director and Accompanist for Protestant Contemporary and Gospel services.

• Duties to be performed in accordance with the PWS.

• Specific musical requirements include leading contemporary, gospel, liturgical, and Catholic services, with specific pieces listed for audition and performance.

• Period of Performance: Base Year from 01 May 2026 to 30 Apr 2027.

• Option to Extend Services: Clause 52.217-8 is included, allowing for up to six months of continued performance at the same rates.

• Proposal Submission: Two parts required: Part I - Price Proposal and Part II - Technical Proposal.

  • Price Proposal: Complete the Pricing Sheet (Attachment 2) with pricing for base and option year line items.
  • Technical Proposal: Maximum 10 pages, 12-point font. Must demonstrate understanding of requirements and include:
    • Subfactor 1: Experience (resumes showing at least two years of experience leading music in a congregational worship setting).
    • Subfactor 2: Contractor's Approach (capability statements demonstrating knowledge of Catholic Mass and Protestant worship, ability to work with others, conflict resolution, and choir building).
    • Subfactor 3: Audition (in-person audition for proposals meeting subfactors 1 & 2).

• Evaluation Criteria: Best Value basis, with price and technical acceptability being most important. Proposals will be ranked by price (lowest to highest) and evaluated for Reasonableness and Total Evaluated Price. Technical proposals will be rated Acceptable/Unacceptable.

Statement of Work (SOW) / Performance Work Statement (PWS)
