This document is a Letter Request for Proposal (RFP) from the Defense Logistics Agency (DLA) Aviation to acquire one (1) Dismounted Information and Coordination Central (DPICC) (NSN: 5895-01-723-0874, P/N: 13740221-1). This acquisition will support the MD6 Patriot Missile System and will result in a modification to delivery order SPRBL1-15-D-0017/SPRRA2-25-F-0144, in support of the Integrated Fires Mission Command (IFMC) Project.

• The government contemplates Firm-Fixed-Pricing.

• The overarching basic contract is SPRBL1-15-D-0017.

• Intent to Propose: Indicate intention to provide a responsive proposal in writing within five (5) business days. A negative response requires an explanation.

• Proposal Submission Deadline: Before March 11, 2026, at 4:00 PM CST.

• Proposal Content: Must include a summary schedule with fully supportable cost data, working excel formulas, and a total cost breakdown. Backup documentation should detail labor categories, labor hours, material, and equipment costs.

• Subcontractor Costs: Supporting cost/price documentation for all proposed subcontractors is required, including cost analyses for subcontracts exceeding regulatory thresholds.

• Indirect Expense Rates: Documentation of the most recent Indirect Expense Rates (FPRA, FPRR, FPRP, Approved Provisional Rates, or other statement of current rates) is required, validated by incurred cost submissions or historical actuals.

• Key Business/Technical/Pricing Questions: Identify key questions and points of contact (POCs) for DCMA or DCAA.

• Pass-Through Charges: If subcontracting more than 70% of the total cost, identify the value-added provided by Raytheon.

• Organizational Conflicts of Interest (OCIs): Address actual or potential OCIs per FAR 9.5, or state none exist. Submit a mitigation plan if OCIs are identified.

• Export Control: Technical data export is restricted by the Arms Export Control Act. JCP Certification is required for Export Controlled Items.

• Telecommunications Restrictions: Offerors represent they will not provide covered telecommunications equipment or services per FAR 52.204-24(d)(1) and (d)(2), and covered defense telecommunications equipment or services per DFARS 252.204-7016(c).

• ProPricer System: For contractors using ProPricer, provide the original unedited Excel file with specific tabs (P-Sheet, Direct Rates, Indirect Rates, CERS, CER Factors).
