Statement of Work (SOW) / Performance Work Statement (PWS)

To provide management, tools, supplies, equipment, and labor for air emission monitoring of boilers and diesel engine generating units at U.S. Army Garrison Okinawa.

• Conduct semi-annual testing of air emissions from three (3) boilers at Torii Station and three (3) fuel pumps at Chimuwan Tank Farm 1 & 2, and Kuwae Tank Farm 2.

• Perform laboratory analysis of exhaust gas samples.

• Comply with the 2024 Japan Environmental Governing Standards (JEGS), Chapter 4.

• Prepare and submit a Work Plan (WP) and Site Safety and Health Plan (SSHP).

• Conduct pre-field activities including a start-up conference and site reconnaissance.

• Submit Draft and Final Reports detailing methods, results, and recommendations.

• Testing and Sampling: 98% of the time.

• Reports: 98% of the time.

• Coordination & Pre-Field Activity: 90% of the time.

• Base Year: June 1, 2026 – May 31, 2027.

• Option Years 1-4 extend through May 31, 2031.
