Sources Sought Notice

This notice is for informational and planning purposes only. It is a non-personal services contract to provide Work Reception and Management for the Directorate of Public Works (DPW). The government is seeking to determine the availability of qualified sources capable of providing these services. This notice does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP), nor does it commit the government to a future contract.

• Anticipated NAICS Code: 561210 - Facilities Support Services.
• Contract Type: Non-personal services.
• Set-Aside Consideration: The government will consider a small business set-aside if two (2) or more qualified small businesses respond with sufficient information. All socioeconomic categories of small businesses are encouraged to identify their capabilities.
• Limitations on Subcontracting: These rules apply to set-asides (8(a), HUBZone, SDVOSB, EDWOSB, WOSB) regardless of award value. They do not apply to contracts below the Simplified Acquisition Threshold (SAT).

Interested parties should provide the following information via email:

1. Firm name, point of contact details, DUNS and CAGE codes, small business status (including certifications), and NAICS code.
2. Interest in competing as a prime contractor and any subcontracting, joint venture, or teaming arrangements.
3. Detailed information on previous experience with similar requirements (size, scope, complexity, timeframe, etc.).
4. Information to determine commercial availability, including pricing, delivery schedules, terms, and warranties.
5. Recommendations on how to structure contract requirements to facilitate small business competition.
6. Recommendations to improve the approach, specifications, or draft PWS/PRS.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for non-personal services to provide Work Management and Engineering Systems support for the Directorate of Public Works (DPW) at Fort Moore, Georgia. The primary goal is to ensure accurate and efficient management of installation data and resources.

• Provide personnel, equipment, supplies, and services for Work Management and Engineering Systems support.

• Develop and track Annual Work Plans (AWP).

• Perform data entry and analysis for Sustainment Funding (GFEBS), Installation Status Report (ISR), Enterprise Pro-Active Real Property Interactive Space Management System (ePRISMS), and BUILDER Sustainment Management Systems (SMS).

• Maintain Information Technology accountability.

• Provide monthly status reports and customer service.

• Conduct ISR Infrastructure inspections and data entry.

• Manage Real Property Utilization data in ePRISMS.

• Maintain BUILDER SMS database for Installed Building Equipment.

• Provide IT asset accountability and track contractor labor hours.

• Services must be performed in accordance with the PWS and contract terms.

• A Quality Control Program (QCP) must be developed and maintained.

• Performance will be evaluated under a Quality Assurance Surveillance Plan (QASP).

• Specific tasks include detailed analysis of work order data, monitoring transactions, and preparing various reports.

• Period of Performance: Base Year, plus four Option Years.

• Place of Performance: Fort Moore, Georgia.

• Contractor personnel must possess a high school diploma and obtain a DoD Common Access Card (CAC).

• Specific GFEBS roles are required for data entry personnel.

• Compliance with security requirements, including background checks, AT/OPSEC training, and CUI handling.

• Contractor employees must identify themselves as such when interacting with the public.

• Government-furnished items include office space, utilities, computers, phones, and materials.

• Contractor-furnished items include all other necessary supplies and services.
