Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the professional services required to collect information, develop, and update the Integrated Natural Resources Management Plan (INRMP) for U.S. Army Garrison Okinawa, including Torii Station, Naha Military Port (NMP), Kuwae Tank Farms (KTFs) 1-2, and Chimuwan Tank Farms (CTFs) 1-3. • INRMP Update: Integrate recent survey results (Threatened and Endangered Species (TES), Invasive Alien Species (IAS) control reports) and conduct flora-fauna surveys to update the INRMP. This includes updating tables, figures, and GIS data.

• Task 1: Meetings and Coordination: Conduct a start-up meeting within seven days of award and monthly progress meetings. Coordinate all activities to ensure protection of human health, environment, and property.

• Task 2: Work Plan (WP) and Accident Prevention Plan (APP): Develop and submit a WP and APP in accordance with applicable regulations and EM 385-1-1. Work cannot commence until the APP is accepted.

• Task 3: INRMP Update: Update existing INRMP data, including up to 34 tables and 25 figures. Incorporate new survey data and georeference cultural resources data into INRMP GIS datasets using SDSFIE format. Conduct up to 10 fieldwork site visits for surveys.

• Option Items:

  • Option Item 1: Flora/Fauna Survey in Torii Station (approx. 190 hectares) for at least 2 seasons.
