Purpose & Background

The USCG currently utilizes five separate, aging SSR systems (AN/SPS-50, AN/SPS-78, AN/SPS-79, AN/SPS-73, and Terma Scanter 2001) that are reaching end-of-support and experiencing degradation. This DRAFT RFP aims to identify industry capabilities for a scalable, IMO-certified Shipborne Surveillance Radar system to enhance collision avoidance, safe navigation, and situational awareness in the maritime environment.

Scope of Work

The requirement encompasses the procurement of the NXSSR system and the development of associated software components. Key tasks include:

  • Software Development Kit (SDK): Develop a customizable, IMO-certified SDK exposing video/target data via an API, compatible with Windows and Linux.
  • ARPA Application: Create an Automatic Radar Plotting Aid (ARPA) Application utilizing the SDK, capable of interfacing with existing Command and Control (C2) systems, providing radar video, target data, control functions, and AIS track correlation.
  • Licensing & Documentation: Provide enterprise licenses for unlimited use of the SDK and ARPA Application, including modification rights, and comprehensive digital SDK documentation.
  • System Integration: Ensure interoperability between afloat and ashore hardware, seamless integration with existing navigation systems, and support for Coastal Sentinel.

Key Requirements & Compliance

The proposed system must be IMO-certified and comply with numerous standards including NMEA, MIL-STD, IEC, DHS-USCG Enterprise Architecture, and Section 508 (with specific exceptions). Bidders must address detailed technical and performance specifications outlined in the Compliance Crosswalk. Logistics plans must detail component support (MTBF, reparability, end-of-support), software updates, and proactive Diminishing Manufacturing Sources and Material Shortage (DMSMS) monitoring. A minimum 24-month hardware warranty (36 months objective) with a product return policy is required. Contractor personnel must be U.S. citizens and undergo background checks.

Contract & Timeline

This effort is anticipated to result in an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract, with specific services and supplies directed via Task or Delivery Orders. Pricing schedules for parts and Task Order 1 (SDK/ARPA App) are provided for a potential ten-year period, with FFP CLINs for TO1. The primary place of performance is CG C5ISC, Portsmouth, VA, with potential for worldwide work.
