PURPOSE OF THIS NOTICE
The U.S. Army Corps of Engineers (USACE), Rock Island District (MVR), is issuing this Draft Solicitation to inform industry partners and gather feedback for the Advanced Contracting Initiative – Regional Contracts for Debris Management Services (ACI – RCDMS).
PROJECT DESCRIPTION
The USACE MVR Contracting Division has a requirement for rapid and comprehensive debris removal services in support of the Federal Emergency Management Agency (FEMA) and other Federal disaster response efforts, as authorized by Public Law 93-288, The Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act).
There is a significant and recurring need for large-scale debris management following natural and man-made disasters that exceed the capacity of state and local governments. These services may be performed throughout the United States and its Outlying Areas, as defined by Federal Acquisition Regulations (FAR) 2.101, including all Commonwealths, Territories, and Minor Outlying Islands.
