Purpose & Scope

The MTN project aims to robustify the current Mars Relay Network and establish a new relay architecture to support future Mars exploration, including human missions, through 2035. The scope includes providing communication and data exchange, positioning, navigation, and timing (PNT) services, supporting existing missions, and enabling Entry, Descent, and Landing (EDL) demonstrations. The effort is divided into three phases: development through implementation, launch and post-launch check-out, and transit to Mars through relay commissioning. NASA will own the MTN system, with the contractor responsible for operations. NASA may provide Electra radios as Government Furnished Equipment (GFE).

Contract Details & Key Dates

This will be a Firm-Fixed-Price (FFP) contract with an Indefinite Delivery/Indefinite Quantity (IDIQ) component for Time and Materials (T&M) Task Orders for Special Studies (Not-to-Exceed $10M). The contract will include schedule and performance incentives. A single award is anticipated. Hardware delivery is required no later than December 31, 2028, with full operational readiness at Mars by the end of calendar year 2030. The project is mandated by Public Law 119-21 and is a medium-priority Category 2 project.

Eligibility & Evaluation

This is an Unrestricted acquisition, but bidders must be U.S. commercial providers. Offerors are encouraged to demonstrate statutory eligibility under The Working Families Tax Cut (WFTC) Act, including prior NASA funding for Mars Sample Return design studies and proposing an independently launched Mars telecom orbiter. Evaluation factors prioritize Technical Proposal and Past Performance significantly over Price. Technical Proposal is more important than Past Performance. The Government values above-threshold performance. Cybersecurity posture, assessed via the Commercial Architecture Security Questionnaire (CASQ), is a critical evaluation component.
