Scope of Work
The NCAGSS contract will support the NESDIS Antenna as a Service (NAaaS) program, providing comprehensive services for antenna ground systems. This includes upgrades, new antenna construction, decommissioning, and leveraging commercial services, with an emphasis on incorporating next-generation technologies like AI and cloud-based solutions. The SOW is divided into four functional areas: Program Integration, Operations, Maintenance, and Sustainment. Services encompass satellite-to-ground communications, common service capabilities, program execution, and technical baseline evolution. Performance will be required at various NOAA and partner locations, including Suitland, MD; Fairmont, WV; Wallops, VA; Fairbanks, AK; McMurdo Station, Antarctica; and international sites.
Contract Details
- Contract Type: Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ). Task Orders may be Fixed-Price, Cost-Reimbursement, Time-and-Materials (T&M), Labor-Hour (LH), or hybrid.
- Period of Performance: A 5-year base ordering period with one 5-year option period, totaling up to 10 years.
- Estimated Value: Maximum contract value is $1,239,115,627. Minimum order is $250.
- Set-Aside: No specific set-aside is designated for the IDIQ. Small business participation will be evaluated. The government anticipates one IDIQ awardee for Program Integration and 2-5 awardees for Operations, Maintenance, and Sustainment. Firms awarded the Program Integrator role are ineligible for other service areas due to Organizational Conflict of Interest (OCI).
Submission & Evaluation
The formal solicitation is expected to follow a two-phase submission process. Phase I will include Administrative, Task Order Management Approach, and Past Performance volumes. Phase II, for invited Offerors, will cover Task Order Technical Approach, Small Business Participation, and Cost/Price volumes. IDIQ awards will be based on Highest Technically Rated Offerors (HTRO) with Fair and Reasonable Pricing, while Day-1 Task Order awards will use a Tradeoff process. Past performance will be evaluated using a specific questionnaire (Attachment 9).
