Quick Summary
This Special Notice is an Amendment to the Draft Request for Proposals (RFP) for the NESDIS Consolidated Antenna and Ground Systems Services (NCAGSS), also known as NOAA Antenna as a Service (NAaaS). Issued by the National Oceanic and Atmospheric Administration (NOAA), this amendment provides Q&A responses and draft updates for transparency and market engagement. It clarifies the acquisition strategy, emphasizes strong intent for small business participation, and outlines the Indefinite Delivery/Indefinite Quantity (IDIQ) award structure. The government is actively considering industry feedback for the final RFP.
Purpose of Amendment
The purpose of this amendment is to formally address questions and feedback received from industry regarding the initial draft release. It seeks to clarify the government’s acquisition strategy, emphasize commitment to small business participation, provide clarity on the IDIQ award structure, and establish boundaries for ongoing market research. This requirement is currently in the market research and acquisition planning stage, and the information provided does not constitute a binding commitment.
Opportunity Scope
The NCAGSS IDIQ contract will support the NAaaS program by providing services for antenna ground system upgrades, new antenna construction, decommissioning, leveraging commercial Ground Segment as a Service (GSaaS) providers, and installing common service antenna infrastructure. The scope is divided into four functional areas: Program Integration, Operations, Maintenance, and Sustainment. These services will support satellite antennas, hardware, software, networks, and enterprise infrastructure for Geostationary Earth Orbit (GEO), Low Earth Orbit (LEO), and Space Weather Operations (SWO) orbits.
Contract Details
This will be a Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a 5-year base ordering period and one 5-year option period, totaling up to 10 years. Task orders can be Fixed-Price, Cost-Reimbursement, Time-and-Materials (T&M), Labor-Hour (LH), or hybrid. The estimated maximum contract value is $1,239,115,627, with a minimum order of $250. Primary performance locations include Suitland, MD, and Fairmont, WV, with periodic support at various other domestic and international sites.
Small Business Emphasis & Set-Aside Intent
The government explicitly emphasizes its strong intent to maximize opportunities for small businesses, including 8(a), HUBZone, SDVOSB, and WOSB entities. It plans to include FAR 52.219-31, Notice of Small Business Reserve, in the Final RFP. The intent is to reserve at least one small business award for each of the Operations, Maintenance, and Sustainment functional areas. Unrestricted and reserved offerors will be evaluated and ranked separately.
Industry Feedback & Government Considerations
The government has reviewed industry feedback and is actively considering inclusions for the final RFP to address concerns regarding evaluation factors (past performance, technical capabilities for emerging small businesses), pricing structure (potential unbalanced risk for small businesses), and security clearances (clarifying requirements at IDIQ vs. task order level).
Evaluation Strategy (for Final RFP)
The final RFP will feature a two-phase submission process. IDIQ awards will be based on Highest Technically Rated Offerors (HTRO) with Fair and Reasonable Pricing. Day-1 Task Order awards will use a Tradeoff process. Offerors may propose to one or more functional areas, but firms awarded the Program Integrator role are ineligible for other service areas due to Organizational Conflict of Interest (OCI).
Next Steps
This is a Draft RFP for feedback; it is not a formal solicitation. The government will entertain formal questions again upon the release of the Final RFP. The anticipated Phase I Proposal Submission for the Final RFP is January 18, 2027, or 15 days after its posting.
