Quick Summary
The United States Air Force (USAF), specifically AFLCMC/HBUK, has issued a DRAFT Request for Proposal (RFP) / Fair Opportunity Proposal Request (FOPR), which functions as a Request for Information (RFI). This RFI seeks industry feedback on draft documents for a future Counter-small Unmanned Aircraft Systems (C-sUAS) Sustainment, Engineering, & Integration Services (SEIS) Indefinite Delivery / Indefinite Quantity (IDIQ) contract and an initial task order. This opportunity is a Total Small Business Set-Aside. Responses are due by March 16, 2026, at 10:00 AM EST.
Purpose & Scope
The primary purpose is market research to identify qualified vendors for C-sUAS integration, development, training, and sustainment services. The C-sUAS mission involves defending critical assets against diverse and evolving Group 1-3 UAS threats. The USAF aims to understand the market landscape and gauge vendor potential for both the overarching SEIS IDIQ contract vehicle and an initial task order.
Requested Feedback
Vendors are encouraged to provide feedback on several attached draft documents using a Comment Resolution Matrix (CRM). Key areas for feedback include:
- Draft IDIQ Performance Work Statement (PWS): Scope and necessary clarifications.
- IDIQ Contract Gating Criteria: Feedback and supporting artifacts demonstrating ability to meet criteria.
- Draft Task Order-1 (TO-1): Scope, potential risks, transition timelines (warehouse, FSR support, software team), issues/risks with specific systems, Contract Data Requirements Lists (CDRLs), Data Item Descriptions (DIDs), labor categories, and Contract Line Item Number (CLIN) structure.
- Draft Section L&M: All elements, with particular interest in the self-scoring matrix for TO-1 evaluation.
