This announcement is to issue the Draft Screening Information Request (SIR) for the Federal Aviation Administration’s (FAA) Common Support Services – Flight Data (CSS-FD) program.  This draft posting is for information and planning purposes only and is not a guarantee that a Final SIR will be released.  All draft SIR sections are still in draft form and subject to change.

Responses to the draft SIR will be used for informational purposes only. The FAA is not seeking or accepting unsolicited proposals. Responders are advised that the FAA will not pay for any information received or for administrative costs incurred in preparing a response to the draft SIR. Any costs associated with responding to the draft SIR are solely at the interested vendor’s expense.

The FAA is seeking feedback on the draft SIR using Attachment 1, Vendor Comment Matrix.  The FAA also requests that vendors provide responses to the following items:

  1. Are the requirements identified in the draft SIR sufficiently detailed to allow you to propose and price your solution?  If not, what additional information is needed?
  2. Are there requirements that are too restrictive or constraining that would hinder your ability to offer your proposed solution?  If so, please provide your recommendations to make the requirement(s) less restrictive.
  3. Do the CLIN Contract types (ie, FFP) in Section B support the draft work efforts identified in the PWS? If not, please provide your recommendations to better align Contract type to work effort.
  4. Do the CLIN Contract types provide sufficient flexibility to adequately price your solution?  If not, please provide your recommendations to improve flexibility.
  5. Do the draft SIR requirements support the ability to achieve the objectives identified in Attachment J-0, CSS-FD Strategy?  Please explain. 
  6. Are there any draft SIR requirements that conflict with or hinder the ability to achieve the objectives identified in Attachment J-0? If so, please identify the conflicting requirements.
  7. Do the interdependencies on current and future operational programs and systems in Attachment J-0 provide enough context to enable you to propose your solution? If not, what additional information is required?
  8. Does the strategy of providing a Common Support Services Flight Data Business Rules document (Section J Attachment J-X, to be provided with the final SIR), in combination with requirements in Attachment J-1, Section 3.2, Business Rules Management System (BRMS), facilitate understanding of the FAA’s intended approach?  Please explain. 

SUBMISSION INSTRUCTIONS

Interested parties must provide responses in writing. Responses must be in common electronic readable format (Microsoft Word, Excel, PowerPoint, or PDF), single-spaced, in Time New Roman 12 Font.

Responses must be submitted electronically no later than 11:AM EST on January 12, 2024 to the Contracting Officer, Maria Ashby at Maria.J.Ashby@faa.gov.  The responses to this Draft SIR will be used for information purposes only and will not be released, except as required under the Freedom of Information Act (FOIA).  Any proprietary or confidential information contained in the Draft SIR submissions must be appropriately marked. Proprietary information that is appropriately marked will be protected in accordance with FOIA.  Additionally, providing a response to this Draft SIR neither qualifies respondents for, nor excludes respondents from, responding to a resulting Final SIR, if any.

Questions regarding the Draft SIR must be emailed to the CO.  The inquiry and any subsequent response will not be considered part of the market survey response.  Phone calls will not be accepted.
