Anticipated Scope of Work

The anticipated solicitation will seek a single-award, Firm-Fixed-Price (FFP) contract for COTS tax preparation software licenses and associated support. The software will be utilized by volunteer sites for tax preparation assistance programs, including IRS Employees (Employee Elective), Tax Counseling for the Elderly (TCE), and Volunteer Income Tax Assistance (VITA). Key requirements include:

  • Capability to prepare and file federal, state, and local income tax returns for all tax situations.
  • Support for multiple operating environments (web-based, desktop, self-preparer).
  • Compliance with IRS security requirements and successful security reviews.
  • Provision of orientation, software setup, reporting, help desk assistance, regulatory compliance, knowledge transfer, and transition support.
  • Deliverables such as software licenses, user guides, final desktop versions, disaster recovery plans, management reports, help desk metrics, and training materials.

Anticipated Contract Details

  • Contract Type: Firm-Fixed-Price (FFP) single-award.
  • Period of Performance: A base period (August 17, 2026 - August 16, 2027) with four (4) consecutive 12-month option periods.
  • Minimum Guaranteed Order: 8,500 software licenses during the base period and each option period.
  • Set-Aside: Unrestricted. Small Business Participation goals will be evaluated (SB 40%, SDB 12%, WOSB 5%, HUBZone 3%, SDVO 3%).

Submissions will likely require a Technical Section, a fully functional software copy for COE testing, a Pricing Section, and a Past Performance Section. Evaluation will be based on Best Value, considering Technical Capability, Relevant Work Experience, Software Capability, Past Performance, Subcontracting Plan, and Price.
