- Phase 2 (Technical & Price): For qualifying firms, this includes qualitative assessments of Contractor Experience (10 years relevant, prime contracts, PBGC pension termination experience), Personnel Experience (10 years relevant, expert testimony), Past Performance (3 years relevant, CPARS/references), and Price (using Attachment 5 - Pricing Template). Oral presentations may be required.
