Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for providing bacterial/enzyme drain and sewer treatment services at Barksdale AFB.

• The contractor shall provide all necessary personnel, equipment, tools, materials, supervision, and services to perform bacterial/enzyme drain maintenance.

• Services include providing and installing bacterial/enzyme injection pumps, servicing injection stations, ensuring a minimum of 160 billion live bacteria are dosed daily, and replenishing bacterial/enzymes as needed.

• The contractor must take care not to damage government property and will be responsible for repairing or replacing any damaged government-owned property.

• The contractor is responsible for installing dosing stations where needed and ensuring they do not impede daily work operations. All debris must be removed from the site by the end of each workday.

• Ensure minimum 160 billion live bacteria are dosed daily.

• Services are to be performed at Barksdale AFB.

• Work Schedule: Contractor shall schedule efforts to accomplish assigned services and coordinate with the government for any necessary schedule changes to avoid conflicts with government operations or special events. Schedule changes due to inclement weather do not relieve the contractor of responsibility for missed services.

• Contractor Cleanup: Work areas must be kept free from waste material, rubbish, tools, and equipment when not in use. If fuel storage tanks are used, all applicable federal, state, and local rules and regulations must be followed.

• Safety/Security and Fire Prevention: Work must be performed in a safe manner according to OSHA standards. The contractor shall furnish Personal Protective Equipment (PPE). The contractor must report any information that may pose a threat to security. Fire prevention rules must be followed, including reporting all fires, prohibiting smoking in hazardous locations, and not using fire hydrants without approval. A suitable fire extinguisher must be provided for welding and open flame operations. Trash/refuse is not to be burned on base.

• Points of Contact: Mr. James Cupp is the primary point of contact for requirements.

• Base Hours of Operation/Access: Normal base hours are 0730-1630 Monday through Friday, excluding Federal holidays or government-directed closings. The contractor must maintain an adequate workforce during these hours. Base access for commercial trucks is through the industrial gate on Range Road, with entry to the inspection facility from Miller Road. Drivers must present a Real ID or Passport, current vehicle registration, proof of insurance, and a valid driver's license. A Bill of Lading is also required. Gate hours are 0500-1800.
