Performance Work Statement (PWS)

To furnish lodging accommodations for 144 Fighter Wing Air National Guard personnel assigned to duty at Fresno Air National Guard Base (FANGB), CA.

• Provide single and double occupancy, non-smoking rooms.
• Rooms must meet Federal, State, Local, and commercial standards.
• Double occupancy rooms will be gender-specific.
• Facility must be within a 10-mile driving distance to FANGB.
• Meet fire and safety requirements per NFPA Code 10, Code 70, Code 101, Code 96, and AFOSH Standard 91-1.
• Pass a security vulnerability assessment.

Guest Rooms (Minimum 270 sq. ft.):

• Good light illumination, reflection, and sound attenuation.
• Enclosed piping and wiring.
• Sufficient electrical outlets and switches in good condition.
• Free of damage, clean floors, ceilings, and walls.
• Interior hallway access.
• Primary lock and secondary deadbolt lock on entry doors.
• Functional window locks, blackout lining/shades/blinds.
• Individual room-controlled heating/air conditioning.
• Adequate closet/hanger space and dresser/drawer space.
• "Do Not Disturb" sign capability.
• Double occupancy rooms require at least 2 beds per room.

Parking Facility:

• Paved, marked, and adequately lighted.
• Indirect light for each space.
• Adequate spaces available for all guests.
• Free parking.

Lodging Facility Services:

• 24-hour check-in/out service, 7 days a week.
• Clean and sufficiently staffed desk area.
• Notification of required check-out time.
• Government guests must sign-in.
• 24-hour wake-up and message service.
• Means for storing and safeguarding guest valuables (safety deposit boxes or secure luggage storage).
• Ironing board and iron available upon request.

Housekeeping Services:

• Guest rooms: Clean, stain-free, dust/mildew-free surfaces. Fresh smelling, free of odors. Free from insects and rodents. Daily services include room cleaning, bed making, linen change (if required), and replenishment of amenities.
• Bathrooms: Clean, free of mildew, dust, rust, soap scum, stains. Wastebaskets emptied daily. Fresh smelling.
• Other Areas (if on premises): Well-maintained and meet general standards of safety, quality, and cleanliness.

Linen Service:

• Bed sheets and pillowcases washed at least weekly or upon occupancy change.

• Linens in good repair, free from tears, rips, holes, stains, and excessive wear.

• Bath and hand towels provided daily.

• Dirty linen handled to prevent contamination.

• Performance objectives include providing quality lodging facility, furnishings, equipment, guest rooms, and facility services.
