This document is Amendment A002 to Solicitation 191N6526Q0028, effective April 14, 2026. Its primary purpose is to clarify and update the solicitation based on bidder queries raised during a pre-bid conference held on April 10, 2026. The amendment addresses several points, including:

• RF Interference: Clarifies that while the contractor must take reasonable measures to ensure an RF-interference-free environment, complete elimination (100%) cannot be guaranteed, especially in scenarios involving high-security protocols, multiple dignitaries, or mobile/WiFi towers. The Embassy will provide advance notice if RF jammers or frequency blockers are deployed due to VVIP movements.
• On-Ground Infrastructure: The specifications for on-ground infrastructure (air-conditioned space, power supply, outlets, tables, chairs) are standard requirements, but the Embassy may allow reasonable modifications based on venue conditions and resources, provided quality, safety, and outcome are not compromised.
• Project Timeline: The timeline for final rehearsal/testing has been revised to 1-2 days prior to the show, instead of 1-2 weeks, to accommodate regulatory approvals and compliance requirements.
• Contractor Qualifications: The minimum experience requirement for contractors has been reduced from 5 years to 3 years.
• Formations: The number of formations per drone light show has been revised to a range of 10 to 12.
• Approval Window: The Embassy will aim to provide a 20-day approval window for show programming and logistical planning.
• Responsibility for Approvals: While the Embassy will provide support, the Contractor remains solely responsible for obtaining all regulatory approvals, including submitting applications and paying fees.
• Interruption Definition: Clarification is provided on the definition of "interruption" (continuous, synchronized execution without significant disruption, pause, or system failure), with minor deviations (up to 5%) acceptable for up to 30 seconds.
• Venue Costs: Venue-related costs should be included in the bid if known; otherwise, the contract may be modified to include them later, subject to justification.
• Take-off Location: Adjustments to flying surface dimensions may be made after the take-off location is finalized.
• 24/7 Security: 24/7 security is only mandatory if the Contractor stores equipment on-site prior to the event.

This amendment modifies various sections of the original solicitation, including those related to RF interference, infrastructure, timelines, contractor qualifications, show formations, approval processes, interruption definitions, venue costs, and security requirements.

Bidders should review these clarifications and updates carefully. The offer due date remains April 16, 2026, at 02 PM. Bidders must acknowledge receipt of this amendment. No other changes to the original solicitation are noted, and all terms and conditions remain in full force and effect unless specifically amended herein.
