This solicitation is for drought shelter repairs and replacement at the Crop Genetics Breeding Research Unit in Tifton, Georgia. • Award Type: Firm fixed price purchase order.

• Period of Performance: Contractor must commence work within 7 calendar days after notice to proceed (NTP) and complete the entire work within 30 calendar days after NTP. This includes final cleanup.

• Offer Acceptance Period: Offers must be held firm for 90 calendar days from the specified offer due date.

• Evaluation Criteria: Lowest price technically acceptable. Evaluation will be based on Price, Technical Approach (rated acceptable/unacceptable), and Company Experience (based on references). Past Performance will also be evaluated.

• 100% Total Small Business Set-Aside.

Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this project is to replace three (3) "Atlas Snow Arch" 30' x 84' Drought Shelters and repair seven (7) additional structures damaged by Hurricane Helene. This work aims to restore the structures' functional capacity to support USDA CGBRU research mission goals.

• Replace three (3) new 30' x 84' drought shelters.

• Repair seven (7) additional damaged structures.

• Provide all equipment, materials, labor, and hardware for a turn-key completed project.

• Work must comply with all local, state, and federal codes and regulations.

• Work must be accomplished by certified technicians.

• Remove and dispose of all damaged materials and debris off-site.

• Work must be performed in a manner that minimizes impact on Government operations, research, and functions.

• Contractor must maintain a clean work area and control debris.

• All demolished items become the property of the Contractor and must be removed from ARS property.

• Contractor must follow ARS EMS disposal criteria and recycle materials where applicable.

• Disposal records must be provided where applicable.

• Any damage to Government property must be repaired or replaced to the Government's satisfaction.

• A government representative will inspect and approve the work.

• Location: USDA-ARS, 226 William Gibbs Road, Tifton, GA. 31793.

• Project Schedule: Completion shall not exceed 30 days from the Notice to Proceed.

• Work Hours: Monday through Friday, 7:00 A.M. to 4:00 P.M., except for Government holidays.

• Utilization of Bio-Based Products: Contractor shall utilize bio-based materials where possible without compromising quality or intended end use. Products must conform to applicable Federal Specifications and Standards.

• Safety: Submit a Site Safety Specific Plan/Accident Prevention Plan within 7 days of contract award. All personnel must have appropriate OSHA training (10-hour for employees, 30-hour for supervisors).

• Site Visit: Bidders are encouraged to visit the site to confirm conditions before bidding.

• Submittals: Submit materials, shop drawings, and specifications to the Engineering Project Manager and Contracting Specialist. Electronic submittals are acceptable; otherwise, three written submittals are required.

• Security: Employees must comply with ARS security management program, obtain permission, and wear identification badges.

• Contractor must provide their own restroom facility and dumpster.
