Quick Summary
The Federal Bureau of Investigation (FBI), Finance and Facilities Division, is issuing a Request for Information (RFI) to identify qualified vendors for Drug Evidence Destruction Services using non-retrievable disposal methods. This market research aims to find innovative solutions for the safe, compliant, and environmentally responsible destruction of narcotics evidence. Responses are due May 8, 2026.
Purpose & Context
The FBI is experiencing a significant increase in seized narcotics requiring destruction, coupled with declining traditional incineration capacity, especially on the West Coast. This creates operational, safety, and logistical challenges. The Government seeks scalable solutions that meet the "non-retrievable" destruction requirement per 21 CFR 1317.05 and reduce reliance on fixed infrastructure, minimize transportation risks, and lower personnel requirements for witnessed destruction.
Scope of Interest
The FBI is interested in a range of disposal methods, including but not limited to: incineration (fixed or mobile), pyrolysis, chemical digestion/adsorption, chemical encapsulation/solidification, alkaline hydrolysis, or other emerging technologies. Vendors must demonstrate the capability to safely and legally handle and destroy all categories of controlled substances (illicit drugs and pharmaceuticals) in compliance with federal, state, and local regulations.
Services sought include receipt planning, scheduling, on-site or off-site destruction, handling of associated paraphernalia, chain-of-custody support, witnessing, reconciliation, recordkeeping, and destruction certification. The destruction process must permanently alter controlled substances, be irreversible, and prevent future distribution or retrieval.

- Published: April 17, 2026
Submission & Feedback
Interested vendors should provide information on company details, technical capability (destruction methods, throughput, drug types, compliance), operational capability (geographic coverage, mobile vs. fixed-site), security, chain of custody, and past performance. Optional ROM pricing may be included. Vendors are also encouraged to provide feedback on the draft Performance Work Statement (PWS) to inform future acquisition strategies. Responses should be 10-15 pages in PDF or Word format.
Additional Notes
This RFI is for informational and planning purposes only and does not constitute a solicitation. The Government will not reimburse costs for RFI responses. Initial emphasis for performance is on West Coast and western-region offices.
