Request for Information (RFI)

This document is a Request for Information (RFI) issued by the Army Contracting Command-Redstone Arsenal (ACC-RSA) for the Corpus Christi Army Depot (CCAD). It is for informational and planning purposes only and does not constitute a Request for Proposal (RFP). The government is seeking information regarding dry ice. Responses will be used for technical and acquisition planning.

• Voluntary Submission: All information provided is strictly voluntary. The U.S. Government will not pay for any information requested or costs incurred in developing the response.

• No Commitment: This RFI does not constitute a commitment by the U.S. Government to contract for any supply or service. Not responding does not preclude future participation.

• Future Solicitations: If a solicitation is released, it will be announced on the Army Single Face to Industry (ASFI). Potential offerors are responsible for monitoring this site.

• Small Business Information: Bidders are asked to indicate if they are a small business and, if so, identify their socio-economic concerns (e.g., HUBZone, service-disabled veteran-owned small business, women-owned small business).

• Pricing: Bidders should indicate if their pricing is GSA or Open Market.

• Attached PWS: Please refer to the attached Performance Work Statement (PWS) for product details.

• Questions & Responses: All questions and responses must be submitted in writing to Edward Chilson (edward.a.chilson.civ@army.mil).

• Format: Responses should be in MS Word or Adobe PDF format.

• Deadline: Responses must be submitted no later than Wednesday, June 3, 2026, at 12:00 PM CDT.

• No evaluation letters or results will be issued to participants as this is a source sought announcement only.

• All proprietary information not to be disseminated must be clearly identified.

• The Contracting Officer will use the information for technical and acquisition planning to determine the applicable planning and acquisition strategy.

Statement of Work (SOW)

To procure dry ice in various forms (block, slab, pellets) for delivery to multiple locations.

• Dry Ice Block: 60 lb blocks/cubes, approximately 390,000 lbs yearly, delivered twice weekly to 12 depot locations.

• Dry Ice Slab: 60 lb slabs, approximately 18,720 lbs yearly, delivered twice weekly to one depot location (T700 Engines / Stop # 037 / Bldg. 8 – Corpus Christi Army Depot).

• Dry Ice Pellets: 33 lb bundles, approximately 3,432 lbs yearly, delivered once weekly to one depot location (Rotating Electric / Stop # 077 / Bldg. 8 – Corpus Christi Army Depot).

• The period of performance is FY27.

• Delivery points are specified within the document, including Corpus Christi Army Depot locations.

• Hazardous Material Handling: The service is classified as hazardous material logistics. The Contractor must comply with OSHA standards, Army Regulation (AR) 385-10, and USACE Safety and Health Requirements Manual (EM 385-1-1).

• Accident Prevention Plan (APP) & Activity Hazard Analysis (AHA): Must be submitted within 15 days of contract award and approved by the Contracting Officer's Representative (COR) before deliveries commence. The APP/AHA must cover offloading, internal routing, and delivery, including mitigation strategies for:

  • Asphyxiation Hazards (CO2 accumulation)
  • Cryogenic Hazards (requiring specific PPE for drivers)
  • Material Handling in active industrial areas
  • Emergency Response procedures for spills, off-gassing, or injuries.

• Training Certification and Safety Data Sheet (SDS): A current SDS for solid carbon dioxide must be provided prior to the first delivery. The Contractor must certify in the APP that all delivery personnel are trained on handling cryogenic and asphyxiant materials.
