This wage determination is crucial for any bidder responding to a solicitation that requires services covered by the Service Contract Act in Rhode Island. Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the requirements for renewing designated Dry Stores insulation on the overhead and refrigeration piping lines aboard USCGC Campbell, which is experiencing severe mold and deterioration of existing insulation.

• Insulation Renewal: Replace specified overhead, bulkhead, and piping insulation with like-kind materials as detailed in Table 1. This includes fibrous glass cloth-faced board for overhead and bulkheads, and Elastomeric Foamed Plastic Type for refrigeration piping.

• Material Quantities & Specifications: Specific quantities, thicknesses, and material types are provided for each insulation area (e.g., 243 sqft of 1” thick fibrous glass board for overhead insulation, 12 linear ft of 1.5” thick elastomeric foam for freezer box suction lines).

• Ancillary Tasks: Includes identification of insulation areas, removal of existing insulation down to the substrate, disposal of removed materials, preservation touch-up of disturbed surfaces, renewal of associated hardware (e.g., weld studs), and sealing of insulation joints and edges.

• Temporary Refrigeration: The Contractor must provide a 53-foot trailer capable of maintaining frozen (0-20°F) and chilled (35-40°F) temperatures for the ship's stores.

• Insulation must meet the specified material types, thicknesses, and quantities.

• Refrigerated trailer must maintain specified temperature ranges.

• Work must comply with SFLC Std Spec 6310 for coating repairs.

• Joints and edges of board insulation must be sealed with fibrous glass tape and receive a two-coat vapor seal treatment.

• Period of Performance: Preferred start date is April 13, 2026, concluding by May 01, 2026.

• Place of Performance: USCGC Campbell, NAVSTA Newport, 1406 Quay Wall, Newport, RI 02841.

• Contractor requires an escort on board Naval Station Newport.

• Contractor must deliver the temporary refrigeration trailer by April 13, 2026.

• All work must be performed in the presence of a Coast Guard Inspector.

• Disposal of insulation must comply with federal, state, and local regulations.

• Applicable documents include CG-DRWG 905-WMEC-635-1 and CG DRWG 905-WMEC-516-20.
