Amendment / Modification

This document is a Specification Addendum that details requirements for insurance and the process for Change Requests (CRs).

• Required Insurance: Contractors must maintain specific types and minimum amounts of insurance, including Ship Repairer's Liability ($500,000 per occurrence), Comprehensive General Liability ($500,000 per occurrence), Longshoremen's and Harbor Worker's Act coverage, and State Workmen's Compensation Law coverage. Insurance certificates must specify the US Coast Guard vessel and contract number.
• Change Request (CR) Process:
  • Work requiring a CR must have Contracting Officer authorization.
  • CRs are priced using a flat, hourly composite labor rate, which must be supported by a detailed breakdown including direct production labor, indirect costs, and profit/fee.
  • Direct production labor is defined as work directly related to alteration, modification, and repair tasks on identified components or systems.
  • Indirect costs cover non-direct production costs and support functions.
  • Direct materials, direct subcontracted services, and direct consumables/expendables must be priced and itemized separately, not included in the composite labor rate.
  • CRs do not cover replacement work under specific clauses (HSAR 3052.217-92, HSAR 3052.217-100).
  • The Government may obtain services outside the contract if a fair and reasonable price for a CR cannot be negotiated.
  • CRs are transmitted via email, and the process involves Condition Found Reports (CFR), Condition Report Replies (CRR), and Contractor Proposals, followed by negotiations and contract modification.
  • CR quotes must include direct production labor hours, lists of direct materials/services/consumables with prices, and any proposed changes to the Schedule of Work.
  • Payment for CR work is contingent upon a written contract modification.
• Schedule of Work: Within three working days of vessel arrival, contractors must provide a Production Schedule, Work Package Network, Total Manpower Loading Curve, Trade Manning Curves, and Subcontracting List. These documents must detail earliest/latest/scheduled dates, critical paths, manning requirements, and subcontractor involvement. Any deviations from the Production Schedule impacting the performance period may result in remedies for late performance.
• Access to the Vessel: Authorized Government personnel, representatives of other contractors, and their subcontractors will be granted reasonable access to the facility and vessel on a noninterference basis, subject to contractor rules regarding safety and security.
• Temporary Services: Services incidental to the work (e.g., utilities, facilities) are to be provided by the contractor. Equitable adjustments may be requested for temporary services if performance time is extended due to Government-caused delay.

This addendum introduces new requirements and processes related to insurance, change requests, schedule of work submissions, vessel access, and temporary services. It modifies or clarifies aspects of the overall contract specifications.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotations (RFQ). The U.S. Coast Guard is seeking proposals for drydock repairs of the USCGC HADDOCK (WPB-87347). The facility must be accessible from a navigable waterway, capable of safely accommodating a ship of specified characteristics, with a minimum water depth of 12 feet and a minimum height clearance of 55 feet.

• Drydock repairs for the USCGC HADDOCK.

• The facility and its approaches must meet specific depth and clearance requirements.

• The contract type is Firm Fixed Price.

• Period of Performance: November 3, 2026, to February 2, 2027.

• The government's obligation for performance beyond September 30, 2026, is contingent upon the availability of appropriated funds.

• Quotes are due by July 9, 2026, at 13:00 local time.

• Quotes must be submitted electronically via email.

• Evaluation will be based on Technical Capability, Past Performance, and Price. Technical Capability and Past Performance are significantly more important than price.

• A site visit is strongly urged and must be scheduled and completed by June 30, 2026.

• This acquisition is set aside 100% for Small Business.

• Size Standard: 1300 employees

• The solicitation incorporates numerous FAR clauses and deviations, including those related to small business concerns, cybersecurity, and foreign entity restrictions.

• Specific requirements for technical capability submission include a planning document, coatings certification, sewage/grey water system cleaning procedures, watertight closure assessment, mast interference handling, thermographic inspection, structural/electrical experience, welding certifications, dry dock certifications, and a fire safety plan.

• Offerors must acknowledge all solicitation amendments and agree to all terms, conditions, clauses, and provisions.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the specifications for drydock repairs for the USCGC HADDOCK (WPB 87347) during FY2027.

The specification details numerous "Work Items" (WI) covering a wide range of repair and maintenance tasks. Key areas include:

• Hull maintenance: Ultrasonic testing, hull plating preservation, and underwater body preservation.
• Tank cleaning: Dirty oil, oily water, and MP fuel service tanks.
• Exterior preservation: Superstructure, decks, and exterior components.
• Machinery and systems: Main engine/reduction gear realignment, propulsion shaft bearings, electrical power distribution inspection, ventilation systems, sea water systems, fuel systems, and HVAC ducting.
• Structural components: Rudder assemblies, stern launch door, watertight closures, and mast modifications.
• Specific component renewals: Propellers, stern tube interior surfaces, fathometer transducer, speed log skin valve, and windows.
• Other systems: Drydocking, temporary services, sea trial support, and cathodic protection.

This specification is for FY2027 drydock repairs. Specific locations for work are detailed within each Work Item.

• Adherence to SFLC Standard Specifications (e.g., 0000, 0740, 6310, 8634, 8635).
• Compliance with applicable Federal, state, and local laws and regulations for environmental protection and waste disposal.
• Use of qualified personnel and adherence to specific testing and inspection procedures (e.g., ASNT Level III Analyst for ultrasonic testing).
• Submission of various reports, including CIRs (Contractor Inspection Reports) and CFRs (Contractor Furnished Reports).
• Specific quality control measures for preservation and coating applications.
• Detailed procedures for handling, installation, and testing of various components.
