Evaluation Criteria

Award will be made to the responsible offeror providing the best overall value. Evaluation factors are:

  1. Technical Approach & Capability (Volume III): Assesses methods for PWS tasks.
  2. Past Performance (Volume IV): Evaluated for recency, relevancy, and quality.
  3. Price (Volume V): Evaluated for fairness and reasonableness. Factors 1 and 2 are equally important and, combined, are significantly more important than Factor 3 (Price). As technical and past performance proposals become more equal, price gains significance. Failure to meet Pass/Fail criteria (Key Personnel Letters, NAICS registration) will result in proposal rejection.
