Performance Work Statement (PWS)

To design and build the Department of War (DoW) exhibit booth for the EUROSATORY 2026 event, promoting awareness of Department of Defense Security Cooperation (DSCA) programs, particularly Foreign Military Sales (FMS), and facilitating bilateral meetings with Distinguished Visitors (DVs).

• Design, construct, support, and dismantle a custom-fabricated exhibit booth.

• Booth must convey a professional setting using materials like laminate.

• Incorporate DSCA branding, mission, and values into the design.

• The exhibit will include:

  • Reception/Outreach Area with desk, title panel, monitors, kiosk, and literature stands.
  • Distinguished Visitor (DV) Lounge with seating.
  • Storage Closet (approx. 1m x 2m x 2m) with shelving, hooks, and electrical access.
  • Meeting Rooms (number to be determined) with professional finishes, conference tables, chairs, enclosed ceilings, and appropriate graphics.
  • Exhibit Walls and Fascia with graphics and text.
  • Flooring (laminate or equivalent).
  • Electrical systems to support all components.

• Provide on-site support during the trade show, including project management, cleaning, trash removal, and supplying beverages and snacks.

• Ensure compliance with all rules and regulations in the Exhibitor Manual.

• Services must be performed to the standards outlined in the firm-fixed-price contract.

• Quality Control Program (QCP) to be developed and submitted within 30 days of award.

• Government will evaluate performance per the Quality Assurance Surveillance Plan (QASP).

• On-site support response time: within 15 minutes during show hours, or prior to next day opening if notified after show hours.

• Period of Performance covers design, construction, and on-site support phases.

• Specific dates for competition, contracting, design, construction, and on-site support are detailed, with critical dates tied to the Exhibitor Manual.

• Work will be performed at the trade show location; no government-provided office space.

• Firm-fixed-price contract.

• Contractor is responsible for all travel, shipping, and other direct costs.

• Contractor must acquire all necessary credentials, passes, and badges for personnel.

• Security requirements include physical security and key/lock control as per the Exhibitor Manual.

• Key Personnel: Exhibit Designer and Exhibit Project Manager with specific qualifications.

• Contractor personnel may be required to sign a Non-Disclosure Agreement.

• Government has unlimited rights to all documents/materials produced.

• Offerors must comply with all critical dates specified in the Exhibitor Manual.

Solicitation / RFP / RFQ

This solicitation is for the design, construction, support, and tear-down of an exhibit at the EUROSATORY Trade Show in Paris, France. The North American Industry Classification Standard (NAICS) code is 561920, with a size standard of USD 20,000,000.00.

• Design, construction, support, and tear-down of an exhibit.

• Performance will be in accordance with the attached Performance Work Statement (PWS) and other associated documents.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: March 27, 2026, to June 19, 2026.

• Offer Due Date: March 13, 2026, at 12:00 PM.

• Method of Solicitation: Request for Proposal (RFP).

• Evaluation criteria are detailed in Section 52.212-2 ADDENDUM FOR EVALUATION CRITERIA.

• This acquisition is set aside for Small Business.

• The solicitation incorporates FAR clauses 52.212-1, 52.212-4, and 52.212-5 by reference, with some clauses attached.

• Payment will be made via Wide Area WorkFlow (WAWF).

Amendment / Modification

This amendment modifies the solicitation by extending the response due date and time.

• Response Due Time: Extended from 12:00 PM to 01:00 PM.
• Response Due Date: Extended from March 13, 2026, to March 18, 2026.

The deadline for submitting offers has been extended to March 18, 2026, at 1:00 PM EST.

Amendment / Modification

This document is an addendum to FAR 52.212-1, "Instructions to Offerors—Commercial Products and Commercial Services (SEP 2023)". No page limit.

• Volume II (Pass/Fail): Key Personnel Commitment Letters and evidence of NAICS code registration (561920). No page limit.

• Volume III (Technical): Technical Approach & Capability. 10-page limit.

• Volume IV (Past Performance): Up to three recent (within 3 years), relevant (>=3 months duration, >=$50,000 value), and substantial (>= $7M total contract value) references. 9-page limit (3 pages per reference).

• Volume V (Price): Completed Pricing Template (Attachment 4), MS Excel Pricing Matrix. No page limit.

• Format: Electronic submission via email to the address in Block 8 of SF 1449. Separate electronic folders for each volume.

• Page Format: 8.5x11 paper, 1-inch margins, 12-point Times New Roman font. Pages exceeding limits will not be evaluated.

• Evaluation: Proposals will be evaluated based on Technical Approach & Capability, Past Performance, and Price. The contract will be Firm Fixed Price (FFP).

• Validity: Proposals must remain valid for at least 120 calendar days.

• Total Small Business (SB) set-aside.

• Offerors must be registered under NAICS 561920.

• Failure to comply with instructions may result in proposal rejection or non-responsiveness.

• All pricing must be rounded up to the nearest whole dollar.

Amendment / Modification

This document is an addendum to the "EVALUATION – COMMERCIAL ITEMS (OCT 2014)" clause (52.212-2).

• Basis for Contract Award: Clarifies that the Government intends to award a Firm-Fixed Price (FFP) contract to the responsible offeror whose offer is the best overall value, considering price and other factors. The award may not necessarily go to the lowest priced offeror if technical proposal or past performance is more advantageous.
• Pass/Fail Criteria (Volume II):
  • Key Personnel Commitment Letters: Must be signed and dated by proposed key personnel within 10 days of the proposal due date. Letters must confirm permission to use resumes and willingness to work on the solicitation. Updates are required for revised proposals.
  • Business Size Standard: Offerors must provide evidence that their business size standard corresponds to NAICS code 561920 (Convention and Trade Show Organizations). Failure to meet this requirement will result in the proposal not being evaluated further.
• Evaluation Factors: The award will be based on three factors:
  • Factor 1: Technical Approach & Capability (Volume III)
  • Factor 2: Past Performance (Volume IV)
  • Factor 3: Price (Volume V) Factors 1 and 2 are equally important and combined are significantly more important than Factor 3 (Price). As offerors become more equal in Factors 1 and 2, Factor 3 becomes more significant.
• Factor 1 - Technical Approach & Capability: Proposals must detail methods and techniques for PWS Section 5 tasks, addressing all critical tasks. Omissions or mere reiterations may lead to rejection. Proposed labor categories must be mapped to positions.
• Factor 2 - Past Performance: Evaluated based on recency (within 3 years of proposal due date), relevancy (scope, magnitude, complexity compared to solicitation), and quality. The Government may use various sources, including CPARS and PPIRS. A "Limited Confidence" rating makes an offeror unacceptable.
• Factor 3 - Price: Evaluated for fairness and reasonableness. Price will not be scored or receive an adjectival rating. The Total Evaluated Price (TEP) will be calculated using a provided Excel spreadsheet.
• Rating Methods:
  • Factor 1 (Technical/Risk): Uses ratings from Outstanding (Blue) to Unacceptable (Red). "Marginal" or "Unacceptable" ratings result in the proposal being considered unacceptable overall.
  • Factor 2 (Past Performance): Assesses confidence based on recency, relevancy, and quality, resulting in ratings of Satisfactory Confidence, Neutral Confidence, or Limited Confidence. "Limited Confidence" makes an offeror unacceptable.
  • Factor 3 (Price): Must be fair and reasonable to be eligible for award.
