DSCR B41 Parking Lot Repair

Statement of Work (SOW) / Performance Work Statement (PWS)

To repair and pave the parking infrastructure of Building 41 at the Defense Supply Center Richmond (DSCR), providing a permanent parking solution for the dispatch office staff and enhancing site security and infrastructure.

• Clear and grade the site, removing vegetation, debris, and unsuitable soil.

• Remove existing gravel and potentially reuse or deposit it in an approved laydown yard.

• Construct new parking and driving areas totaling approximately 3,500 sqft, including 8 standard parking stalls (9 ft wide x 18 ft long) and a minimum 24 ft wide driving aisle for two-way traffic.

• Install sub-base material and asphalt or concrete surface per UFC 3-250-01.

• Install parking blocks for each space and stripe spaces with durable paint.

• Add a concrete sidewalk section connecting the new parking area to the existing sidewalk.

• Install a minimum of two exterior lighting fixtures on Building B41 to illuminate the new parking areas.

• Ensure a minimum of 2% grade for positive drainage and include stormwater breaks in the curb.

• Backfill areas outside the parking lot with topsoil and hydroseed.

• All new curbs and asphalt must be a minimum of 20'-0" clear from the B41 exterior wall.

• Layout shall be in accordance with UFC 3-200-10N.

• Sub-base material and compaction in accordance with UFC 3-250-01.

• Asphalt or concrete surface per UFC 3-250-01.

• Lighting design and installation shall comply with applicable Unified Facilities Criteria (UFC), including UFC 3-530-01 and UFC 3-210-01A.

• Completion date shall be no later than 60 days after notice to proceed.

• Place of performance: Defense Supply Center Richmond (DSCR), 6090 Strathmore Rd., Richmond, Virginia 23237.

• Contractor qualifications: Minimum of five (5) years of relevant experience in similar projects, expertise in concrete construction, relevant certifications, familiarity with DoD construction standards and UFC, OSHA-certified, trained in federal environmental compliance, capable of obtaining base access clearance, and possess valid insurance.

• Proposal evaluation: Proposals will be evaluated as technically acceptable or unacceptable.

• Pre-construction meeting required after award.

• Submittals required include Site-Specific Safety Plan, OSHA 300A Logs, Activity Hazard Analyses, and Quality Control Plan.

• Adherence to The Buy American Act.

• Compliance with all applicable federal, state, and local safety, environmental, and security regulations.

• Contractor personnel require a favorably adjudicated National Agency Check with Written Inquiries (NACI) or equivalent for access to the federally controlled facility.
