Statement of Work (SOW) / Performance Work Statement (PWS)

To completely renovate two bathrooms and complete various repairs to a conference room.

• Renovation of a 3-room luxury bathroom (1 ADA, 2 unisex) to serve approximately 60 people per day.

• Repairs to a conference room, including addressing a musty smell and painting.

• Specific tasks include: installing new bathroom fixtures (toilets, urinals, sinks, faucets, partitions), replacing doors, frames, ceiling tiles, lighting, and wallboard. All materials must meet ADA/ABA requirements and include hot water.

• The contractor is responsible for pumping the sewage tank twice weekly and responding to any issues within 1 hour at no cost to the government.

• Conference room work includes replacing door and window glass, painting, and replacing mold-contaminated wallboard.

• Installation of new carpeting in the conference room.

• Response time for issues: within 1 hour at no cost to the government.

• Sewage tank pumping: at least twice per week (Tuesdays and Thursdays by 0900).

• Dust control: use of dustless sanders and HEPA filtering systems.

• All work must comply with applicable federal, state, and local environmental and safety regulations.

• Place of Performance: Defense Supply Center Richmond (DSCR), 6090 Strathmore Rd., Richmond, VA 23237.

• Period of Performance: Completion no later than 130 days after notice to proceed.

• Contractor must demonstrate a minimum of five (5) years of relevant experience in commercial repair work.

Solicitation / RFP / RFQ

This solicitation is for construction services, specifically for the repair of restrooms and conference rooms at the Defense Supply Center Richmond (DSCR). The resulting contract will be a firm-fixed price award.

• Bathrooms: Install a 3-room luxury bathroom with 1 ADA and 2 unisex bathrooms, serving approximately 60 people per day. This includes meeting ADA/ABA requirements and providing hot water. The contractor is responsible for pumping the sewage tank twice weekly and responding to any bathroom repairs within 1 hour at no cost to the government. Work includes replacing doors, partitions, toilets, urinals, sinks, faucets, plumbing, mirrors, ceiling tiles, diffusers, lights, and wall tile. All sanding must be dustless, and a HEPA filtering system must be used when creating dust.

• Conference Room: Repairs include replacing door and window glass, frosting door glass, removing wallpaper, painting, replacing mold-contaminated drywall, and recarpeting with 2'x2' carpet squares. Cove base and transition strips will also be replaced.

• Response time for repairs: within 1 hour at no additional cost to the government.

• Sewage tank pumping: twice per week (Tuesdays and Thursdays by 0900), or more often if needed.

• Dust control: dustless sanding and HEPA filtering system required.

• Inspections: 2 business days' notice required for luxury bathroom inspection and cement board installation.

• Period of Performance: No later than 130 days after notice to proceed.
