This is a combined synopsis/solicitation for construction services, specifically "80th Gym Repairs," prepared in accordance with FAR Part 12 and FAR Part 36. The objective is to repair and improve an existing gym facility by correcting damage from a sanitary sewer backup, restoring safe and functional conditions, and completing interior and equipment-related repairs. Specific tasks include:

• Removing and storing exercise equipment.

• Disinfecting and cleaning equipment feet before storage.

• Disposing of existing water fountain and black mats.

• Filling and polishing concrete floor cracks (approx. 725 SF).

• Sealing concrete floor with a minimum of two coats of a permeable sealer.

• Preparing and painting walls (approx. 1500 SF) to Level 4 IAW Gypsum Association 214.

• Removing and replacing cove base with black 4" material.

• Caulking around interior door and window frames.

• Priming and painting all interior doors and frames (semi-gloss, two coats).

• Contract Type: Firm-fixed-price award.

• Period of Performance: 90 days from the issuance of the Notice to Proceed.

• Proposal Submission Deadline: April 3, 2026, end of day.

Statement of Work (SOW) / Performance Work Statement (PWS)

To repair and improve an existing gym facility damaged by a sanitary sewer backup, restoring safe and functional conditions, and completing required interior and equipment-related repairs.

• Remove, disinfect, and reassemble exercise equipment.

• Dispose of existing water fountain and black mats.

• Remove existing VCT tile and glue.

• Fill and seal concrete floor cracks (approx. 725 SF).

• Polish concrete floor to a smooth, non-slippery finish.

• Install new PVC for water fountain drain.

• Install 6 missing ceiling tiles.

• Clean mini split filter, flush drain line, and add refrigerant.

• Reinstall all removed equipment.

• Period of Performance: No later than 90 days after notice to proceed.

• Contractor Qualifications: 5 years of experience in relevant repairs.

• Pre-Construction Deliverables: Site-Specific Safety Plan, OSHA 300A Logs, Activity Hazard Analyses, Quality Control Plan, Payment Bond, Performance Bond, Security Vetting Requests.

• Submittals: Including shop drawings, product data, test reports, O&M data, etc.

• Inspections: Three-phase inspection process (preparatory, initial, follow-up), contractor punch-out inspection, pre-final inspection, and final inspection.

• Daily Reports: Required detailing work accomplished, weather, safety topics, etc.

• Construction Schedule: Detailed Gantt chart schedule required within two weeks of notice to proceed.

• Warranty: One-year written warranty letter required.

• Utility Marking: Requests to be submitted 14 calendar days in advance.

• Applicable Documents: Reference to various UFC, IBC, IMC, IPC, NFPA, NEC, AHRI/ASHRAE, ASME, USACE EM 385-1-1, ADA, OSHA, Gypsum Association, and Master Painters Institute standards.

Solicitation / RFP / RFQ
