Statement of Work (SOW) / Performance Work Statement (PWS)

To provide custodial services for the Defense Security Cooperation Agency (DSCA) and Defense Security Cooperation University (DSCU) at Building 52, Wright-Patterson Air Force Base, Ohio, ensuring a clean, neat, and professional appearance in accordance with commercial standards and all applicable laws and regulations.

• Provide all necessary personnel, equipment, supplies, and services for custodial tasks.

• Maintain facility condition to ensure a satisfactory appearance.

• Perform routine cleaning of non-carpeted and carpeted floors, including grout, baseboards, and walls.

• Clean and disinfect restrooms, kitchen areas, drinking fountains, and associated fixtures.

• Manage trash collection and removal, including recyclable materials.

• Perform periodic cleaning services such as hard floor maintenance, carpet restorative cleaning, high dusting, window cleaning, and microwave/refrigerator cleaning.

• Provide emergency or special event cleaning services as required.

• Services must meet janitorial standards, instructions, and commercial practices.

• Quality Control Program (QCP) required within 30 days of award, with updates submitted within 5 working days of changes.

• Performance thresholds include a maximum of 3 valid defects per month for facility cleaning and periodic cleaning services.

• Re-performance within 2 hours of notification for any unsatisfactory inspection (defect) or validated customer complaint.

• Government will evaluate performance via Quality Assurance Surveillance Plan (QASP).

• Period of Performance: One (1) base period of 6 months, with one (1) 6-month option period.

• Place of Performance: Building 52, DSCU/CWD, Wright-Patterson AFB, OH 45433.

• Hours of Operation: 1500-1900, Monday through Friday, except Federal holidays or when the Government facility is closed.

• Contractor must develop and maintain an effective quality control program.

• Personnel must be able to obtain base access and meet security requirements.

• Contractor must prohibit the use of Government-issued keys/key cards by unauthorized persons.

• Key personnel require 30 days advance written notification for substitution.

• Contractor must use Green Seal certified cleaning products and meet EPA/USDA guidelines.

• Hazardous material handling and waste management must comply with Air Force regulations.

• Contractor must provide a list of all cleaning products and MSDSs for approval.

• Contractor employees must complete HAZMART and hazardous waste training.

• Contractor must report and clean up spills promptly.

• Contractor must turn off lighting after use and report fire hazards or needed repairs.

This is a follow-on action to ensure continuity of services during a transitional period while DSCU and WPAFB work to incorporate these services into a master tenant lease agreement.

• This sole source action is intended to facilitate a transition away from stand-alone contracts and integrate the requirement into a master tenant lease agreement.
