Statement of Work (SOW) / Performance Work Statement (PWS)

• DSpace Upgrades: Planning, execution, and validation of platform upgrades to the latest stable DSpace LTS release (target 2027) and subsequent major upgrades. Includes dependency analysis, impact assessment on customizations, and ongoing platform stability between major upgrades.

• Configuration and Dependency Management: Ongoing management of application configuration, dependency upgrades (Java, Tomcat, PostgreSQL, Solr), and security patching.

• Customizations: Support for NPS-specific workflows, policies, and repository use cases, including repository architecture, data modeling, identity and branding, ingest/submission/workflow enhancements, selective exports, and advanced replication task suite (RTS).

• NPS-Specific Enhancement Workpackages: Maintenance, refinement, testing, and adaptation of discrete enhancements such as identifying items without bitstreams, XMLUI tombstone fixes, discovery/search customizations, generic thumbnail placeholders, cover page branding, and more.

• Modules: Maintenance of reusable platform components, specifically the Content and Usage Analysis (CUA) Module.

• Operational Support: Technical support services including incident response, troubleshooting, administrative assistance, monitoring, reporting, and execution support (project management, testing, coordination, documentation).

• System Upgrade: Successful transition to new DSpace versions with customizations intact.

• Configuration Management: Successful transition to new software versions, security patching, and hardening.

• Repository Architecture: Consistent organizational structure and metadata model.

• Identity and Branding: Consistent visual branding with library.nps.edu.

• Ingest, Submission, and Workflow: Successful and accurate batch upload processes.

• Technical Support: 100% response to standard issues within 2 business days and critical issues within 6 hours.

• Monitoring and Reporting: Minimum 99.7% uptime; issues resolved within four (4) hours.

• Period of Performance: Base period (9/15/26 – 9/14/27) with four option years through 9/14/31.

• Place of Performance: All work to be conducted remotely.

• Contractor Qualifications: Must be a Registered Duraspace Service Provider with expertise in DSpace v.7.6+, Linux Enterprise Systems, Handle.net, and web/Java server applications.

• Security: Requires a favorably adjudicated T3 security investigation. Contractor Key Personnel must be U.S. Citizens. Familiarity with NPS OPSEC program and relevant directives is required. Specific background investigation and CAC requirements apply for access to facilities and IT systems.

• Transition Activities: Contractor must assist in transition activities at the conclusion of the performance period.

• Identification: Contractor employees must clearly identify themselves as contractor personnel.

Notice of Intent

This is a Notice of Intent (NOI) to award a brand-name contract to a Registered Duraspace Service Provider for specialized services to maintain the Naval Postgraduate School's (NPS) DSpace-based institutional repository, "Calhoun". This repository is critical for archiving NPS's scholarly and institutional records.

Justification for Brand Name Specification
