• Section A - Solicitation/Contract Form: Miscellaneous text has been modified.

• The amendment confirms that applicable documents are available upon request for proposal development purposes.

• All other terms and conditions of the original solicitation remain unchanged.

Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for the design, documentation, manufacturing, testing, packaging, and delivery of DT-574 First Article and Production hydrophones for the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT). The goal is to procure hydrophones to support emergent fleet needs and new construction shipyards, adhering to a build-to-performance specification approach.

• General Tasks: Includes conducting a contract kick-off meeting, submitting monthly progress reports, and establishing a system for tracking and reporting failures/non-conforming material.

• First Article Phase: Involves designing, fabricating, inspecting, testing, and delivering First Article DT-574 hydrophones. This phase includes Preliminary Configuration Reviews (PCR), Final Configuration Reviews (FCR), First Article Physical Configuration Audits (FA-PCA), development of First Article test procedures, and conducting First Article tests and inspections, culminating in Functional Configuration Audits (FCA) and Physical Configuration Audits (PCA).

• Production Phase: Requires manufacturing, testing, packaging, and delivering production hydrophones in accordance with approved product baselines. This includes developing and executing production acceptance test and inspection procedures, providing detailed test reports, completing certification cards for each hydrophone, and participating in annual Production Program Reviews (PPRs).

• Configuration Management: The contractor is responsible for managing configuration baselines (Functional, Reference, First Article, Product) and submitting Engineering Change Notices (ECNs) for all design changes.

• Hydrophones must meet the performance requirements detailed in the Critical Item Performance Specification (CIPS) for the DT-574 Hydrophone (NAVSEA Drawing No. 53711-6396156).

• Quality surveillance will evaluate technical quality, schedule/timeliness, management, utilization of small business, and regulatory compliance.

• All work will be performed at the contractor’s or sub-contractor’s facility.

• Specific task timelines are defined in delivery orders and within the SOW (e.g., kick-off within 45 business days, monthly progress reports, annual PPRs).

• Security: Adherence to 32 CFR Part 117 (NISPOM), DD254, and handling of classified material (CONFIDENTIAL CIPS Appendix) and Controlled Unclassified Information (CUI) per DoD Instruction 5200.48. Contractors must develop and maintain an Operations Security (OPSEC) program.

• Applicable Documents: A comprehensive list of NAVSEA, NUWC, and DoD documents governs various aspects, including CIPS, configuration management, information security, and transportation.

• Government Furnished Information (GFI): Includes DD Form 375 (Production Progress Report Form), NAVSEA DT-574 Hydrophone Drawing Package (Reference Baseline), and production hydrophone serial numbers.

• Funding Types: Other Procurement, Navy (OPN); Shipbuilding and Conversion, Navy (SCN); National Sea-Based Deterrence Fund (NSBDF); Operation & Maintenance, Navy (O&MN); Foreign Military Sales (FMS).

• Authorized Users/Sponsors: NUWCDIVNPT Code 15, PMS 392, 396, 397, 401, 450, and FMS Office.
