This document provides answers to questions submitted by potential bidders regarding Solicitation N0018926QD021.

• DTC Execution: Expect up to 4 "DTCs" (Defense Technology Courses) per year, with the intent to execute quarterly. For bidding purposes, assume 1 DTC per quarter. Annual throughput is 90 personnel.
• Training Format: The Program Manager and Strategic Operations Planner must be physically present at the Pentagon for certain coordination and reviews. SME Speakers and Senior Fellows must conduct their services in-person. Most other coordination can be remote. The government determines focus topics; course content briefings are developed and presented by SME Speakers.
• CMMC Requirement: CMMC Level 2 is required. Contractors may be expected to process, store, or transmit Controlled Unclassified Information (CUI).
• Travel and ODCs: Bidders should use the Not-to-Exceed (NTE) amounts provided for travel and Other Direct Costs (ODCs), as these are based on historical usage.
• Reps & Certs: Representations and certifications must be included in Volume II of the proposal.
• Labor Categories: Minimum qualifications are detailed in the Performance Work Statement (PWS). No positions are designated as key personnel.
• Transition Plan: A transition plan is not required as part of the proposal response.

This document provides responses to vendor questions regarding Solicitation N0018926QD021, clarifying requirements related to personnel, Senior Fellows, Subject Matter Experts (SMEs), and contract performance.

• Key Personnel: Resumes for Program Manager and Strategic Operations Planner are not required as part of Volume I, as Key Personnel is not an evaluation factor.
• Senior Fellows: Offerors are not required to identify specific named Senior Fellows or provide letters of commitment. Describing the recruitment and vetting process is sufficient. The government currently has four (4) Experienced Fellows, with plans to reach six (6) by the end of the base year through two (2) Fellows in Training. Senior Fellows must possess current TS/SCI clearances prior to contract performance; SAP eligibility is not required. Clearance reinstatement for retired GO/FOs is the contractor's responsibility and is reimbursable under the ODC CLIN.
• Subject Matter Experts (SMEs): A sample SME list or initial portfolio will not be evaluated and does not count towards the page limit.
• Performance Schedule: The first anticipated Defense Transformation Course (DTC) is tentatively scheduled for August 24-28, 2026. The base year includes four (4) DTCs, with specific staffing configurations outlined for base and option years to maintain a bench of six (6) Experienced Fellows.
• Labor Categories & Hours: Offerors are responsible for determining labor categories and hours for the Program Manager and Strategic Operations Planner, as the requirement is performance-based.
• On-Site Presence: Program Manager and Strategic Operations Planner require physical presence at the Pentagon (for JWICS access) +/- 2 weeks of course execution. Other coordination can be remote. Syncs are ad hoc, with in-person IPRs required for DJ-7 at the Pentagon and SVTC for DD JCDE.
• Fellow in Training vs. Experienced Fellow: Criteria for designation are based on successful completion of training and determination by the JPME Branch Chief and JEDD Division Chief. Fellows in Training must meet the same qualifications as Experienced Fellows and are reimbursed under the same terms.
• Incumbent: There is no incumbent contractor for this requirement; it is a first-time requirement.
