Registration in SAM.gov is also a prerequisite for federal contracting.

This document is a "Business Management Questionnaire" required for Offerors responding to Solicitation Number CT2383-26 Duck Cloth.   • Item 00001: CLOTH-DUCK-COTTON-CAMOGREEN483-64"W, Type II or IV, Class 2 or 3, conforming to USIFI-PRF-20696 (dated 4 Mar 2010), camouflage green 483 (color chip 34094 of FED-STD-595), 64" wide. Certificate of Conformance (COC) required.
  • Item 00002: CLTH,TY-II,CL-2,60W", MIL-PRF-20696, UNICOR PART # FAB1758, Type II, Class 2, OD Green (FED-STD-595, color #34094), 60" wide. COC and test reports required.

• Compliance: Fabric must be Berry Amendment compliant, domestic USA only, and compliant with DFARS 252.225-7012 (Preference for Certain Domestic Commodities).

• Non-Manufacturer Rule: Applies to small business set-aside contracts.

• Bid Samples: Requesting one (1) yard of each line as a bid sample for evaluation against master samples.

• Contract Type: Fixed-price, indefinite-delivery/indefinite-quantity.

• Period of Performance: Five years.

• Estimated Quantities: Guaranteed minimum quantity of 17,000 yds. Estimated quantity/not-to-exceed quantity for the life of the contract is 95,000 yards.

• Delivery: Desired delivery is 45 days or sooner after issuance of each delivery order.

• Proposal Submission: Emailed proposals are accepted. Offers must be received by Thursday, March 26, 2026, by 2:00 PM CST.

• Questions Deadline: March 19, 2026, via email only to adam.mccammack@usdoj.gov.

• Evaluation Factors: Past performance and technical factors are significantly more important than price. Technical factors include adherence to Berry Amendment compliant material. Past performance factors include quality of item supplied, on-time delivery, adherence to shipping instructions, customer service/business relations performance, and performance within the last three (3) years.

• Offer Period: 60 days.

• Set-Aside: 100% Small Business Set-Aside.

• Future requirements may be added to the contract if within scope and fair and reasonable.

• Funds will be obligated by delivery orders.

• Offerors must register in the System for Award Management (SAM) prior to award.
