This solicitation is for "Duct Leakage Testers" with Solicitation Number 1232SA26Q0094. The U.S. Department of Agriculture (USDA) intends to make one award for this requirement.

  • Set of five twist-lock orifice plates with +/- 2% error (low flow orifice plate)

• Offerors providing "or equal" items must include descriptive literature or clear references to demonstrate how their proposed product meets or exceeds the salient characteristics.

• Award Type: Firm fixed price order.

• Period of Performance: Delivery required by June 1, 2026.

• Evaluation Criteria: Lowest price technically acceptable (LPTA).

• Price: Offerors must submit pricing for all items. Quantity price discounts and prompt payment discounts should be included. Quotations will be evaluated for fairness and reasonableness.

• Technical Acceptability: Products must meet or exceed all salient characteristics of the brand name product. Brand name, make, and model number must be identified. Sufficient descriptive literature or documentation is required. Delivery must be within the specified timeframe.

• Past Performance: Will be evaluated based on contractor's demonstrated ability to meet contract requirements, timeliness, cost control, business relations, and adherence to contract terms. Acceptable, Neutral, or Unacceptable ratings will be assigned.

• Offerors agree to hold prices firm for 60 calendar days from the receipt of offers.

• Questions are due by January 23, 2026, at 1:00 PM Central Time via email to josh.dobereiner@usda.gov.
