Statement of Work (SOW)

NASA's Office of the Chief Information Officer (OCIO) is seeking scalable training to address increased demand for mission-relevant leadership development and practical artificial intelligence (AI) capability building for Government IT Professionals.

• Provide private, virtual instructor-led delivery of seven (7) courses.

• Each course will be a dedicated cohort session for twenty-five (25) Government participants.

• Delivery will be conducted live via Zoom (or Zoom for Government).

• Includes digital course materials, instructor-led facilitation, and contractor logistics/program support.

• The Duke CE Advanced Leadership for Government workshops will be delivered in a specific sequence (9000, 9001, 9002, 9003, 9004, 9005).

• Seven (7) private VILT course sessions.

• Digital student materials for each course.

• Attendance roster for each session.

• Post-course feedback collection and summary report.

• Completion documentation/certificates for participants.

• Commence within 30 days following contract award.

• All deliverables completed within twelve months, preferably within 8 months (end of calendar year).

• Interim deliverables to be submitted according to the mutually agreed class schedule.

• High engagement metrics (e.g., participant certificate attainment, feedback scores).

• Demonstrated improvement in Leadership and AI competencies among participants.

• NASA will provide access to relevant content.

• Delivery dates and class times will be coordinated and confirmed in writing.

• Schedule changes require mutual agreement in writing.

Solicitation / RFP / RFQ

NASA/NSSC has a requirement for Duke Advanced Leadership for Government and Applied AI classes. The government intends to issue a sole source contract to LEARNING TREE INTERNATIONAL USA INC, as they have been determined to be the sole provider of these classes. The procurement will be conducted by NASA/NSSC, with performance at NASA/ Kennedy Space Center (KSC). The government intends to acquire commercial items or services under FAR Part 12.
