Quick Summary
The U.S. Army Corps of Engineers (USACE) Detroit District is conducting market research through a Sources Sought notice for the Duluth Vessel Yard (Phase III) Repairs project in Duluth, MN. This initiative aims to identify qualified small and large businesses capable of providing construction services for aging infrastructure. The government intends to procure these services via a competitive, single Firm-Fixed-Price (FFP) construction contract. Responses, including a completed questionnaire, are due by April 15, 2025, at 2:00 PM (Eastern).
Scope of Work
The project addresses aging infrastructure at the USACE Duluth Vessel Yard Historic District, which includes two piers and a slip head. The primary work involves encasing the existing North Pier timber structure with steel sheet pile (SSP) and a concrete cap and slab. This will include the installation of electrical shore power stations with a new transformer, and 50-ton rated bollards with vertical and battered grouted micropile foundations along the south side of the North Pier. Additional potential work may include upland concrete surfacing, gate and fencing alterations, fender and light pole installation. The project may also involve constructing a boat ramp within the slip using a pipe pile and SSP combination wall, requiring a SSP cofferdam, and replacing cylindrical rubber fendering on the south pier with timber fendering. The contractor will be responsible for all materials, labor, equipment, supervision, and administration.
