Statement of Work (SOW)

To procure dumpster and recycling services for the U.S. Army Corps of Engineers, Wilmington District at the Engineer Repair Yard (ERY) and the Snows Cut Operations Area (SCOA).

• Provide labor, equipment, supplies, and maintenance for dumpster and recycling services.
• Collect and remove Municipal Solid Waste (MSW) and recyclable items on a scheduled basis.
• Transport and dispose of non-recyclable waste according to Federal, State, and local laws.
• Ensure all recyclable waste is diverted from landfills and properly recycled.
• Submit an Annual Waste Diversion Report detailing weights of MSW and recyclable materials.

Location 1: Engineer Repair Yard (ERY), Leland, NC

• (1) 8-cy MSW Dumpster: Monthly rental, emptied weekly (52 times/year).
• (1) 8-cy Cardboard Dumpster: Monthly rental, emptied bi-weekly (26 times/year).
• (1) 96-gallon Co-mingled Recycling Bin: Monthly rental, emptied weekly (52 times/year).
• On-call services for additional emptying of 8-cy MSW (NTE 36 times/year), 30-cy Construction (NTE 15 times/year, 30 tons/year), 8-cy Cardboard (NTE 12 times/year), and 96-gallon Recycling Bin (NTE 12 times/year).
• As-needed drop-off/pick-up of additional 8-cy dumpsters (service only, not emptying).

Location 2: Snows Cut Operations Area (SCOA), Carolina Beach, NC

• (1) 8-cy MSW Dumpster: Monthly rental, emptied weekly (52 times/year).
• On-call services for additional emptying of 8-cy MSW (NTE 24 times/year).
• As-needed drop-off/pick-up of additional 8-cy dumpsters (service only, not emptying).

General Services:

• Provide and maintain all containers.

• Containers to be kept neat, orderly, and thoroughly cleaned.

• Operable condition of all containers, with damaged equipment repaired/replaced within 48 hours.

• On-call services for additional dumpsters during vessel shipyard/repair periods.

• Additional dumpster emptying within 48 hours' notice if filled before scheduled service.

• Adherence to schedules for waste removal and disposal.

• Containers maintained in sanitary condition.

• Compliance with Federal, State, and local regulations for waste transportation and disposal.

• Submission of Annual Waste Diversion Report.

• Period of Performance: June 1, 2026 – May 31, 2031 (5 years, including base year and four option years).
