Quick Summary
The 700th Contracting Squadron (700 CONS/PKB) has issued a Special Notice announcing its intent to award a firm-fixed-price contract to Graphic Products, Inc. as a single source. This procurement is for DuraLabel Toro Max printers and associated supplies required by the 1st Combat Communications Squadron (1st CCS) in Ramstein, Germany. The purpose is to support a critical overhaul of their Unit Type Codes (UTCs) and address a significant production bottleneck. Responses challenging the single-source intent are due by April 12, 2026.
Scope of Work
The requirement includes:
- 2 x DuraLabel Toro Max Printers
- 2 x Toro / Toro Max Batteries
- Various quantities of DLT Laminated Magnetic Tape, DLT Aggressive Adhesive Tape (Blue, Green, Orange, Yellow, Red, Brown), and DLTM Petroleum-Resistant Black Ribbon. These items are essential for the complete re-labeling of all operational communication packages to meet new standardized nomenclature, accelerating project completion, and ensuring mission readiness for upcoming exercises and deployments.
Contract & Timeline
- Type: Notice of Intent to Award (Firm-Fixed-Price, Single Source)
- Set-Aside: None (Single Source Justification)
- Response Due: April 12, 2026, 12:00 PM Z
- Published: April 2, 2026
Justification for Single Source
Graphic Products, Inc. is identified as the sole manufacturer and provider of the DuraLabel (DL) line of thermal transfer labeling machines, supplies, and software. The Toro Max system is a portable, IT-independent labeling system that has been supplied to the Air Force for over 12 years. The 1st CCS currently uses a single DuraLabel printer, which has created a production bottleneck. Acquiring a second printer and additional supplies from the sole provider is necessary to double throughput and meet mission requirements.
