Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) is issued in accordance with FAR Part 12 for the acquisition of commercial items. The purpose is to procure a duress system for the Patient Advocate in building 1130, room 1045, to ensure the safety of personnel due to potential encounters with irate, hostile, or unpredictable individuals.

• Provide commercially available items for a duress system.

• Includes turnkey installation of all components, system commissioning, and Contractor Verification Testing.

• All required system cabling, with wiring not able to be concealed to be installed in EMT Conduit matching site specifications. Conduit installation does not include paint or additional repairs.

• Provide 120VAC connections from client-provided junction/outlet boxes to each Advantor Equipment.

• Deliver Advantor As-Built Drawings in PDF format after project signoff.

• Delivery to: LUKE, 7219 N. Litchfield Rd ATTN: Facility Management, Luke AFB, AZ 85309, United States.

• All items must be new, commercially acceptable, and conform to performance specifications.

• Government reserves the right to inspect all deliveries at receipt; non-conforming items will be rejected and may require replacement or repair at no cost.

• Contractor shall provide warranties for a minimum period of 60 months.

Notice of Intent to Award Sole Source Contract

This notice announces the Defense Health Agency Contracting Activity's (DHACA) intent to negotiate and award a firm-fixed-price contract on a sole-source basis to Advantor Systems. The contract is for the installation of an additional Duress Alarm to an existing Duress System at Luke AFB, AZ. This action is being taken under the statutory authority permitting other than Full and Open Competition (FAR 13.106-1(b)(1)(i)) because Advantor Systems is identified as the only source capable of meeting the Government's minimum requirements based on market research and an approved Justification for Non-Competitive Procurement (JNCP).

• Installation of an additional Duress Alarm to an existing Duress System.

• Contract Type: Firm Fixed Price Service Contract.

• Anticipated Award Authority: Sole Source (FAR 13.106-1(b)(1)(i)).

• NAICS Code: 561621 - Security Systems Services (except Locksmiths).

• PSC Code: 6350 - MISCELLANEOUS ALARM, SIGNAL, AND SECURITY DETECTION SYSTEMS.

• This is NOT a request for competitive proposals or quotes; no solicitation document exists.

• Interested sources must submit a capability statement by 10:00 AM Pacific Standard Daylight Time on March 17, 2026.

• Capability statements must include a letter validating authorization to provide installation services and cost information.

• Statements must demonstrate the capability to provide the required services for Luke AFB.

• Capability statements are limited to 3 pages (8.5" x 11") with a minimum 10-point font size.

• Submissions must be sent via e-mail ONLY to tyler.d.smith100.civ@health.mil as a Microsoft Word or Adobe PDF attachment.

• The email subject line must be: "HT941026N0033, Duress Alarm System at Luke Air Force Base, AZ."

• Questions will not be considered affirmative responses.

• The Government will determine whether to conduct a competitive procurement or proceed with a sole source order based on the information received.
