Statement of Work (SOW) / Performance Work Statement (PWS)

To provide equipment for blasting interior surfaces of a Coast Guard 270’ vessel while in an enclosed tent at the USCG Yard in Baltimore, MD.

• Rental of specific blasting equipment for a period of 6 consecutive months.

• Work involves blasting operations of interior tank surfaces of the vessel.

• Contractor is responsible for normal wear and tear damage; damage outside normal wear and tear requires Contracting Officer approval before repair.

• Dust Collectors: Two (2) 55,000 CFM Tier III 174 horsepower diesel powered units. Must include four 300-foot long 20-inch diameter duct hoses, reverse pulse jet system, auger system, flexible discharge hose, drum cover for 55-gallon drum, trailer mounting, and two 80+ gallon fuel tanks. Units manufactured within 5 years of contract date.

• Air Compressors: Two (2) 1800 CFM diesel powered units with Chicago fittings, after cooler, internal & external driers, filter package, and three 50-foot 3-inch air hoses. Units manufactured within 5 years of contract date.

• Blast Pots: Four (4) 160 cu. ft. media capacity (8 Ton) blast pots, 150 psi rated, cone bottom, with Thompson Valve II metering valves and electric remote controls. Skid or trailer mounted.

• All equipment must be in good working order, verified by an inspection report prior to delivery.

• Equipment hours for dust collectors and compressors must be recorded upon delivery for environmental audit.

• If equipment is non-functioning, the contractor has 24 hours to replace or repair it.

• Contractor must be available 7 days a week for repairs or replacement.

• Repairs must be made within 8 hours of notice; replacement within 48 hours if repair is not feasible.

• Period: 6 consecutive months between 07/11/26 and 01/11/27. Final period determined by Yard POC / Ship Superintendent.

• Location: USCG Yard, 2401 Hawkins Point Rd, Baltimore, MD 21226.

• Delivery: Equipment to Bldg. 80 (paint shop) between 7:00 am and 9:00 am.

• Access: Personnel require visitor passes and clearance. List of personnel needed 24 hours in advance. Valid ID required (driver's license preferred, passport for non-US citizens).

• Maintenance: Contractor responsible for all maintenance and repairs during the rental period.

• Damage to Government Property: Contractor is liable for damage caused by them.

• Personal Protective Equipment: Hard hats must be marked with employee and company names per specifications.

• Modifications: Only the Contracting Officer can modify the contract; no oral modifications are valid.
