Statement of Work (SOW) / Performance Work Statement (PWS)

To provide an onsite Dust Hazard Analysis (DHA) per NFPA 660 (Latest Revision) to meet safety requirements at the Corpus Christi Army Depot's (CCAD) Prep and Finish Facility within the Composite Shop.

• Plan, conduct, and prepare a DHA analysis for the approximately 4,000 sq. ft. enclosed Prep and Finish room.

• The facility contains two types of dust capture systems (4 open face booths and 6 down-draft tables) and is designated a Hazardous Area due to chromates and other heavy metals.

• Perform explosivity and combustibility testing on three different samples provided by CCAD.

• Review prior dust characterization reports and ASTM tests (Explosibility Screening, Dust Characterization, MEC, MIE, LIT, MAIT-cloud, Volume Resistivity) to be furnished upon award.

• Develop and maintain an effective Quality Control (QC) Program.

• Government will evaluate performance using a Quality Assurance Surveillance Plan (QASP).

• Performance standards include 0% failure to provide requirements and 0% failure to complete required items.

• Period of Performance (POP): 8 Weeks.

• Place of Performance: On-site at CCAD, Corpus Christi, TX.

• Contractor shall develop and implement a Quality Control Program (QCP).

• Contractor shall provide certifications or qualifications of the individual(s) leading the DHA upon contract award.

• Contractor shall provide a schedule for the DHA with CCAD POC prior to arrival.

• Instrumentation plans for data collection must be reviewed at least two weeks in advance.

• A written DHA report (pdf format) containing findings and recommendations is required within 2 weeks of completing the onsite visit.

• Contractor personnel must comply with all applicable security regulations, including obtaining necessary identification and training.

• Contractor shall not employ individuals identified as a potential threat to health, safety, or security.

• Contractor personnel must limit travel to specific areas required for contract performance.

• Contractor is responsible for safeguarding Government property and controlled forms.

• Contractor employees are prohibited from possessing weapons, firearms, or ammunition on installation.

• Contractor personnel must protect critical information from disclosure and comply with OPSEC requirements.

This solicitation (W912NW26QA032) is for a non-personal service contract to provide an onsite Dust Hazard Analysis (DHA) per NFPA 660 (Latest Revision) at the Corpus Christi Army Depot (CCAD) Composite Shop Prep and Finish Room. The goal is to meet safety requirements related to combustible dusts and particulate solids.

• Plan, conduct, and prepare a DHA analysis per Chapter 7 of NFPA 660.

• Perform explosivity and combustibility testing on three provided dust samples.

• Determine if dust supports self-sustaining flame propagation or is explosive when suspended in a cloud.

• Provide a written DHA report (PDF format) with findings and recommendations.

• Coordinate with CCAD Safety, Engineering, and Production personnel.

• Review prior dust-related reports and sample collection details provided by CCAD.

• Develop and maintain an effective Quality Control Program (QCP).
