• Pricing Arrangement: Firm Fixed Price for all items.

• Submission of Price Quote requires: Signed SF 1449, signed SF 30 (if applicable), completed schedule, completed FAR 52.212-3, and descriptive materials.

• Quotes failing to include all required documentation will be deemed technically unacceptable and rejected.

• Basis for Award: The Government will award to the responsible offeror meeting or exceeding all solicitation requirements and representing the best value based on price.

Amendment / Modification

This document, Amendment 0001 to Solicitation W912EF26QA026, dated February 4, 2026, updates various clauses and provisions within the solicitation.

Key changes include:

• Added Clauses: Numerous FAR clauses have been added, including those related to small business set-asides (52.219-6), labor standards (52.222-19, 52.222-36, 52.222-50), payment systems (52.232-33, 52.232-40), and protest procedures (52.233-3, 52.233-4).

• Modified Clauses: FAR 52.204-13 (System for Award Management-Maintenance), 52.212-4 (Terms and Conditions-Commercial Products and Commercial Services), 52.209-10 (Prohibition on Contracting With Inverted Domestic Corporations), and 52.252-6 (Authorized Deviations in Clauses) have been modified, primarily updating their effective dates.

• Deleted Clauses: FAR 52.204-18 (Commercial and Government Entity Code Maintenance), DFARS 252.244-7000 (Subcontracts for Commercial Products or Commercial Services), and FAR 52.204-29 (Federal Acquisition Supply Chain Security Act Orders-Representation and Disclosures) have been removed.

• Full Text Clause Additions:

  • DFARS 252.211-7003, Item Unique Identification and Valuation (JAN 2023): This clause is incorporated in full, outlining detailed requirements for unique item identifiers (UIDs) for delivered items, including marking standards (data matrix symbology), data syntax, reporting via Wide Area WorkFlow (WAWF) or IUID Registry, and flow-down requirements for subcontracts. This is critical for contractors delivering items to the DoD.
  • FAR 52.209-2, Prohibition on Contracting With Inverted Domestic Corporations-Representation (FEB 2026): This clause is incorporated in full, requiring offerors to make a representation regarding their status as an inverted domestic corporation or a subsidiary thereof.

• Solicitation Provision Updates: FAR 52.204-7 (System for Award Management-Registration), 52.212-1 (Instructions to Offerors-Commercial Products and Commercial Services), and 52.212-3 (Offeror Representations and Certifications-Commercial Products and Commercial Services) have been modified, and FAR 52.240-90 (Security Prohibitions and Exclusions) has been added.

Bidders must carefully review all added, modified, and deleted clauses and provisions. The full-text additions of DFARS 252.211-7003 and FAR 52.209-2 introduce new compliance, marking, reporting, and representation requirements that will directly impact proposal preparation and contract performance. Changes to 52.212-1 and 52.212-3 may affect proposal submission instructions and required certifications.
