Performance Work Statement (PWS)

This PWS outlines the requirements for providing aircraft wash and lubrication services for C-130J and B-1 aircraft at Dyess AFB, Texas. The contractor is responsible for ensuring all necessary personnel, equipment, and services are provided to perform these washes in strict compliance with all applicable local, Air Force, DoD, OSHA, and AFOSH standards.

• Provide external aircraft washing and lubrication services for C-130J and B-1 aircraft, including any variances in Mission Design Series (MDS).

• Inspect for and document corrosion during the wash process, notifying relevant personnel for assessment and repair.

• Perform washes and lubrication in accordance with applicable Technical Orders (T.O.s), instructions, and checklists.

• Specific T.O.s and procedures for B-1B and C-130J aircraft are detailed, with specific steps and sections assigned to the contractor and others excluded.

• Contractor must ensure sufficient qualified personnel are available to meet the wash schedule.

• Corrosion must be identified, documented, and reported immediately.

• Contractor must comply with Hazardous Material Handling and maintain MSDS programs.

• Quality Control Plan (QCP) is required, including monthly metrics reports, defect identification, root cause analysis, and corrective actions.

• Inspections will be rated Satisfactory or Unsatisfactory based on discrepancies (Category I and II).

• A Corrective Action Report (CAR) will be issued for significant performance issues or safety incidents.

• Services to be performed at Dyess AFB, Texas.

• Operating hours are 0700 to 2300 hours, Monday-Sunday, on wash days scheduled by PS&D.

• Contractor personnel require base access and identification.

• A Contract Manager must be designated.

• Employees must demonstrate good personal hygiene and professional appearance.

• All contractor personnel must be U.S. Citizens and able to read, write, speak, and understand English.

• Drug and alcohol testing may be required in case of incidents.

• Employees must maintain a current and favorable National Agency Check with Inquiries (NACI) investigation.

• Contractor is responsible for all costs associated with negligent damage to aircraft or government property.

• Government provides facilities, certain equipment, chemicals, and utilities. Contractor provides remaining necessary equipment.

Sources Sought Notice

This notice is for market research purposes only to gather information for planning. It is not a solicitation, Request for Proposal (RFP), or Request for Quotation (RFQ). The U.S. Air Force, 7th Contracting Squadron at Dyess AFB is seeking potential sources for non-personal Aircraft Wash Rack Services for military aircraft. All requirements are detailed in the accompanying Performance Work Statement (PWS).

• The government may set aside a future acquisition based on responses.

• Interested firms must submit a response package including:

  • Company experience
  • Rough Order of Magnitude (ROM) price
  • Statement of Capability (SOC)
  • Answers to questions in the Contractor Capability Survey.

• Responses are requested by 2:00 P.M. CST on January 30, 2026.

• Both large and small businesses are encouraged to participate.

• Responses will help determine if a sole source or set-aside is appropriate for a future solicitation.
