Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing comprehensive custodial services at Dyess Air Force Base, Abilene, Texas. The primary goal is to maintain a satisfactory facility condition and a clean, neat, and professional appearance throughout the base.

The contractor shall provide all necessary management, tools, equipment, materials, cleaning supplies, and labor to perform custodial services. This includes:

• Routine cleaning of non-carpeted and carpeted floors, including vacuuming, sweeping, damp mopping, and spot cleaning.
• Cleaning and disinfecting of restrooms and locker rooms, including stocking supplies.
• Cleaning of stairways, elevators, handicap lifts, and walk-off mats.
• Trash collection and disposal from designated locations.
• Periodic cleaning services such as floor scrubbing, sealing, polishing, waxing, stripping, and carpet restorative cleaning.
• Special cleaning requirements for specific facilities, including Child Development Centers (CDC), Youth Centers, School Age Programs, and Fitness Centers.
• Provision and replenishment of restroom supplies (toilet tissue, paper towels, hand soap).

Performance is measured against standards outlined in Appendix A (Air Force Custodial Standards) and detailed in the Service Summary (SS) in Section 2.0. Key performance indicators include:

• Maximum number of valid deficiencies per month (e.g., no more than 5 for facility cleaning, 0 for periodic cleaning).
• Timely re-performance of services within specified timeframes (e.g., 2 hours for most deficiencies, 1 day for periodic cleaning).
• Government validation and customer complaint tracking.

Services are to be performed at Dyess Air Force Base, Abilene, Texas. Specific hours of operation and potential deviations are detailed in Section 4.1, with special considerations for CDC hours and weekend work for periodic services.

• Personnel: All contract employees require background checks (Criminal History Background Checks, IRC, NAC/NACI) and specific training (child abuse prevention) for CDC and Youth Center work. Immunizations are also required for CDC/Youth Center staff.
• Equipment & Supplies: Contractor must provide all equipment and supplies. Specific requirements for cleaning products, hazardous materials, and restroom supplies are detailed.
• Safety & Security: Compliance with OSHA, base traffic regulations, and prohibition of weapons is mandatory. Procedures for reporting hazards, spills, and security concerns are outlined.
• Reporting: Various reports and schedules are required, including a Quality Control Plan (QCP), Cleaning Frequency Schedule (CFS), and specific forms as detailed in Appendix D.
