Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for Architect-Engineer (A-E) services to provide project site investigation, complete detailed designs for maintenance, repair, alteration, and new construction projects, and construction management, including submittal reviews for institutional, commercial, and industrial facilities at Dyess AFB.

• The A-E shall provide Title I (A & B) and/or Title II (C) Services.

• Services include field surveys, site investigations, special technical studies, structural system analyses, feasibility and concept studies, material and color studies, architectural and engineering studies, environmental subsurface soil investigations, hazardous material surveys (lead paint, asbestos, mold), design document preparation, cost and schedule estimates, and monitoring construction progress.

• Other A-E services include developing design criteria, fact-finding studies, surveys, investigations, and environmental projects related to prevention, compliance, and restoration.

• Design projects must comply with Local, State, National, and DOD standards, including UFC, NFPA, NFC, ANSI, OSHA, ASTM, and ICC.

• The A-E shall recommend a construction performance period based on experience, market forces, weather, and resource availability, noting long lead items.

• The SOW details specific phases of completion (Phase I: Concept, Phase II: 35% & 65% Design, Phase III: 95% & 100% Design) with associated deliverables and review periods.

• Submittals include drawings, specifications, cost estimates, design analysis, and comprehensive interior design (CID) and structural interior design (SID).

• Performance includes adherence to applicable standards, codes, and government-furnished information.

• Services are for projects at Dyess AFB.

• The period of performance will be defined by individual Task Orders.

• All submittals must be in hard copy and electronic format (PDF, AutoCAD).

• Specific requirements for drawings, specifications, cost estimates, and design analysis are detailed.

• Emphasis on sustainable design principles, energy efficiency, and waste minimization.

• Avoidance of Class I ozone-depleting substances and minimization of Class II substances.

• Inclusion of stormwater, soil, and erosion control measures.

• Evaluation and acquisition of necessary environmental permits.

• Energy analysis and life-cycle analysis for HVAC and energy consumption systems.

• A-E must be registered in a State, District of Columbia, Commonwealth of Puerto Rico, or a territory of the United States.

• A-E is responsible for the professional and technical quality of all designs and services.
