This document is a Request for Quote (RFQ) for a Firm-Fixed Price (FFP) contract to procure a walk-in refrigerator. This announcement serves as the only solicitation, and a written solicitation will not be issued separately. The government reserves the right to cancel this solicitation.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure, deliver, install, and commission a fully operational outdoor walk-in refrigeration system, including refrigerated, freezer, and dry storage compartments, to replace an existing unit at Dyess AFB, TX.

• Remove and dispose of the existing walk-in unit.

• Deliver and install a new walk-in refrigeration system.

• Fully commission the system to ensure it is operational and ready for use.

• Provide a turnkey solution, unless otherwise specified as Government-Furnished.

• General Configuration: Outdoor, standalone, NSF-approved unit with approximate dimensions of 21'7" L x 6'9½" W x 7'2" H and 4-inch thick panels. It must be a combination unit with a cooler compartment (35°F), a freezer compartment ( -10°F), and a dry storage compartment, designed for continuous-duty commercial/government use.

• Refrigeration System: Fully integrated system sized for all compartments, including compressors (scroll type or equivalent), condensers, and evaporators. Must maintain required temperatures and feature electric/air defrost, pre-charged refrigerant, leak-tested systems, and low ambient controls for outdoor operation.

• Electrical Requirements: Single-point electrical connection. Contractor to complete internal wiring and make final connections to the existing load center. Government will provide power at the load center (208-230V / 1 phase typical).

• Lighting and Controls: Includes interior moisture-proof fixtures, external light switch, and a temperature monitoring system (local or remote-ready).

• Transportation to Dyess AFB, including offloading of equipment.

• Site requirements include clear access for delivery vehicles and truck access within 10 feet of the installation area.

• Contractor to coordinate delivery schedule.

• Disconnect and remove the current walk-in unit.

• Dispose of existing equipment off-site.

• Assemble or place the new walk-in unit.

• Install refrigeration piping and components, including vacuum testing, leak checks, and refrigerant charging.

• Complete electrical connections.

• Start, calibrate, and test the system.

• Perform full system startup, verify temperature performance, ensure system stability, and provide an operational demonstration.

• Commercial warranties must be clearly identified.

• Installation timeline to be coordinated with the Government.

• Contractor to provide delivery, installation, and commissioning schedules.

• Maintain required temperatures under full operational load.

• Be weather-resistant for outdoor installation.

• Meet all applicable safety and sanitation standards (NSF or equivalent).
