Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Air Force Test Center (AFTC) is conducting market research through this Sources Sought Notice to identify qualified sources capable of providing a Dynamic Electro-optical Test Target Array System. This system is required for laboratory characterization, performance verification, and calibration of next-generation EO/IR sensor systems. Capability Statements are due by March 10, 2026.
Scope of Work
The requirement is for a single, fully integrated, turnkey Electro-Optical/Infrared (EO/IR) Target Projector System. Key requirements include:
- Optical Performance: Project targets across the visible to Long-Wave Infrared (LWIR) spectrum (approx. 0.4µm to 14µm).
- IR Sources: Include at least two blackbody sources (one differential, one absolute) with demonstrated emissivity > 0.995.
- Visible/SWIR Capability: Integrate a uniform source for testing in the visible through Short-Wave Infrared (SWIR) spectrum.
- Integration: All components must be controllable from a single, unified software interface, delivered fully integrated with the hardware.
- Turnkey System: The vendor must provide a complete, turnkey solution; the Government will not act as a systems integrator.
- Support Services: Provide on-site installation, system calibration, and operator training at a Government facility (Edwards Air Force Base, CA).
- Warranty: Standard commercial warranty of no less than 12 months post-acceptance.
